Kim Thanh promises to reach the finish line of the new model countryside

Hoa Binh commune was merged from Lien Hoa and Binh Dan communes (old). Binh Dan commune achieved advanced new rural standards from 2022, while Lien Hoa commune achieved new rural standards in 2018. After the merger, Hoa Binh commune was assessed as only meeting new rural standards.

Although there are still many difficulties due to the newly merged commune, right after Kim Thanh district assigned the advanced new rural area target, Hoa Binh commune reviewed and re-evaluated the criteria. Through the assessment, the commune still has 2/19 criteria that have not been met: traffic and planning. Both of these criteria have been specifically planned by the commune.

Regarding the traffic criteria, the road from the commune center to the People's Committee of Lien Hoa commune (old) is still narrow. The commune has surveyed and developed a plan to upgrade it. In the immediate future, it will mobilize support and contributions from the people through land donation, self-demolition of works, and at the same time request the district to support and fund from the commune budget. The commune also implements steps to auction land in 2 residential areas in Phu Noi and Phong Noi villages to create resources; hire a consulting unit to develop a general planning for the commune.

Chairman of Hoa Binh Commune People's Committee Hoang Le Phong said that in order to create a source of investment for infrastructure, construction, maintenance and improvement of new rural criteria, in the process of completing planning criteria, the commune will adjust the general planning and detailed planning accordingly; at the same time, build a land fund to create a source of development.

"As a merged commune, there are still many difficulties, while the funding source for construction and completion of advanced new rural criteria is very large, about 30 billion VND, but the locality will strive to reach the finish line on schedule," said Mr. Phong.

These days, officials and civil servants of Kim Lien commune are also thoroughly reviewing and re-evaluating the criteria for a model new rural area. Mr. Vu Ngoc Uong, Chairman of the People's Committee of Kim Lien commune, said that after reaching the advanced new rural area goal in 2021, the commune will maintain and improve the criteria and strive to build a model new rural area.

After being assigned by the district to reach the finish line in 2025, the commune has proactively developed an implementation plan. In addition to the achieved criteria, Kim Lien focuses on implementing the missing criteria including: education and building outstanding areas of security and order. Regarding education, the commune aims to build Kim Lien Primary School to meet level 2 standards. To achieve this goal, the commune has invested more than 3 billion VND to repair the 12-room classroom building and build a library. The project is expected to be completed before the 2025-2026 school year. The commune also invested 6 billion VND to build a 6-room classroom building for the kindergarten.

Determined to complete

Determining that security and order are guaranteed, people can feel secure in working, producing, and developing the economy, Kim Lien commune has chosen this as an outstanding criterion in building a model new rural area.

According to Mr. Vu Ngoc Uong, this is a difficult criterion, but with the consensus of the Party Committee, the government and the people, the locality will be determined to complete this goal and will reach the model new rural commune finish line as planned. The Party Committee and the People's Committee of the commune have issued a specialized resolution on ensuring security and order, mobilizing participation from the commune to the village, building models, clubs, and self-management teams to ensure security and order. The commune has invested funds to install security surveillance cameras on the main roads of villages, hamlets, and village cultural houses. 100% of villages have established clubs and self-management teams for fire prevention and fighting at the grassroots level; mediation teams; inter-family security and order teams for railway management...

The communal police force regularly organizes patrols, controls, combats, prevents, and stops all types of crimes; promotes propaganda, dissemination, and legal education to all classes of people. In 2024, Kim Lien Commune Police achieved the title of "Victory Unit".

Kim Anh is the first commune in Kim Thanh district to achieve the model new rural standards in 2022. In 2025, Kim Thanh district assigned Kim Anh commune to build a smart commune. However, at this time, the province has not yet issued criteria for smart communes. To be proactive, Kim Anh commune has closely followed the instructions of the Ministry of Agriculture and Rural Development. Study and research documents from relevant ministries, branches and levels to build a model. The locality has promoted propaganda work; organized training courses on digital transformation for implementing officials and people to help raise awareness of digital transformation in new rural construction...

Mr. Tran Van Hien, Chairman of the People's Committee of Kim Anh Commune, said that the province has not yet issued specific criteria for the smart commune model, so the locality is quite confused in deploying and implementing it. However, the commune has proactively implemented a series of solutions in building the model, supporting funding for the remaining 5/7 villages to build smart villages; upgrading and renovating the broadcasting system; supporting operating costs for digital technology groups, etc.

The commune has also directed officials and civil servants to promote the implementation of online administrative procedures. Public information on the phone numbers of commune leaders and civil servants receiving and handling administrative procedures.

Currently, 100% of commune officials, village officials, branch heads and deputy branch heads of branches and organizations in Kim Anh use smartphones with internet connection; use Zalo and Facebook to share information, connect, interact and receive feedback from people. 100% of villages have their own fanpages to update, connect and share information. "While implementing and waiting for the issuance of specific criteria for the smart commune model, we are determined to complete the model this year," said Mr. Hien.

According to the leader of Kim Thanh district, after the merger, many communes have achieved advanced new rural standards, and the model new rural standards are rated lower. In 2025, Kim Thanh district strives to reach the advanced new rural district finish line. To achieve this goal, the district has assigned Hoa Binh commune to achieve advanced new rural standards; Lai Khe, Vu Dung, Tam Ky, Kim Lien communes to achieve model new rural standards; Lai Khe and Kim Anh communes to build smart commune models. The remaining communes will improve the quality of the criteria for advanced new rural communes and model new rural areas that have been achieved; ensuring that by the end of 2025, 100% of communes will achieve all 19 advanced new rural criteria; at least 50% of communes will achieve 3-4 model new rural criteria. Phu Thai town will maintain and improve the civilized urban criteria.

With high determination, localities have proactively implemented and strived with the district to soon reach the finish line according to plan.
