Kim Thanh District (Hai Duong) is accelerating the completion of some remaining criteria to soon achieve advanced new rural standards by 2025 as set out in the goal.
Highlights of planning and traffic
Through review, by October, Kim Thanh district had basically achieved 5/9 criteria for building advanced new rural areas. These are the criteria on irrigation and natural disaster prevention (criterion number 3), electricity (criterion number 4), economy (criterion number 6), quality of living environment (criterion number 8) and public order and security - public administration (criterion number 9).
The 4 criteria that have not been met include: planning (criterion 1), transportation (criterion 2), health - culture - education (criterion 5) and environment (criterion 7). Most of the contents in these 4 criteria have been completed by Kim Thanh district, only a few contents have not been completed but the solution direction is basically clear.
Chairman of Kim Thanh District People's Committee Pham Quang Hung said that the planning criteria are difficult to implement. However, thanks to efforts, the planning of Kim Thanh district to 2030 and orientation to 2050 has been approved by the Provincial People's Committee.
Notably, the district has planned 2 functional service areas to support rural economic development (agricultural product purchasing and processing), including: the central area of the district in Phuc Thanh commune with an area of 95 hectares, in Kim Lien commune with an area of 50 hectares and the southern area of the district in Kim Dinh commune with an area of 110 hectares. The district is focusing on directing relevant agencies to soon complete the detailed planning of these 2 areas to meet the planning criteria.
Kim Thanh is focusing on developing a transportation system to ensure connectivity between communes, regions and concentrated raw material areas, suitable for the urbanization process.
Many large, key traffic projects with a total investment of up to thousands of billions of VND in the district are preparing to start construction or continue construction in the next phase such as: the interchange connecting National Highway 17B with National Highway 5 via the Hanoi - Hai Phong railway in the areas of Kim Xuyen and Ngu Phuc communes; the East - West axis of Kim Thanh district (phase 2); the route from the district Medical Center to Quynh Khe 1 village (Kim Xuyen commune)...
The content that Kim Thanh lacks in the transportation criteria is that there is no bus station in the district center. However, the district has planned to build bus stations in the north in Kim Anh commune and in the south in Dong Cam commune. Kim Thanh is actively mobilizing and calling for resources to build these two bus stations.
Many contents "have a bright chance" of being completed soon
To achieve the advanced new rural standards, one of the things that Kim Thanh district needs to do in implementing criterion number 5 is to ensure that the health insurance coverage rate reaches 95%.
According to a survey in some communes in the district, the rate of universal health insurance coverage is changing positively. Vice Chairman of the People's Committee of Tuan Viet Commune, Nguyen Duc Luyen, said: "The commune's goal this year is to strive for a universal health insurance coverage rate of 95.8%, but it has now reached about 96.13%."
Kim Thanh district leaders confirmed that the district only needs to increase a small percentage to complete this content. The district is considering the possibility of supporting the remaining 30% of health insurance premiums for people aged 70 to under 77 (the province is currently supporting 70%) to soon ensure the health insurance coverage rate according to regulations.
Also related to criterion number 5, the district still has Phu Thai High School which has not met national standards and the Vocational Education - Continuing Education Center which has not been assessed to have achieved level 2 education quality accreditation. However, these tasks will be completed soon.
The district is directing Phu Thai High School to focus on investing in the construction of a number of projects to complete and improve the quality of facilities to serve the national standard assessment work by the end of this year.
Regarding the Center for Vocational Education - Continuing Education, the District People's Committee has coordinated with the Department of Education and Training to inspect and evaluate. Basically, this educational institution has completed the standards and is being guided to complete the dossier to be recognized as having achieved level 2 educational quality accreditation as soon as possible.
Many localities have encountered difficulties in implementing environmental criteria. However, Kim Thanh district has completed 7/8 contents of this criterion. Currently, 100% of domestic solid waste, hazardous and non-hazardous solid waste in the district have been collected, transported and treated according to regulations.
90.5% of organic waste in livestock farming and more than 95% of agricultural by-products in the district are processed by people into raw materials, fuels, and environmentally friendly products.
Kim Thanh does not have any craft villages that cause environmental pollution. Both craft villages in operation have had their environmental impact assessment reports and environmental protection plans approved.
The only remaining content that the district is stuck with is that it has not ensured that the rate of households classifying household waste at source has only reached 61.11%. However, this is the statistic up to the end of 2023. The district will have to synthesize and re-evaluate, but it is likely that this rate has now met the criteria for advanced new rural areas.
Associations and unions in Kim Thanh are actively implementing and replicating models of collecting, classifying, and treating waste at source to protect the environment. The district also has policies to support localities in purchasing bins and garbage trucks...
Along with accelerating the completion of the remaining criteria, Kim Thanh district also requires relevant agencies and localities to regularly review and re-evaluate the 5 criteria that have met the advanced new rural standards. Clearly identify what needs to be done to continue focusing on implementation with the determination to maintain and gradually improve the quality of these criteria.
