No social housing construction in Thu Thiem new urban area

The Ho Chi Minh City People's Council has just reported on the results of monitoring the implementation of social housing projects in Ho Chi Minh City in the period of 2016-2025.

Specifically, for the 20% land fund allocation in commercial housing projects and urban areas for social housing construction, in the period of 2016-2020, Ho Chi Minh City only has 1 project. This is 1 of 20 social housing projects completed and put into use in this period.

In the 2021-2025 period, of the 3 social housing projects, including 1 fully completed project and 2 partially completed projects, 2 projects were transferred from the previous phase.

These are the social housing project in Tan Phu ward residential area, district 9 (now Thu Duc city) and the social housing project phase 2 in Nguyen Son residential area, Binh Hung commune, Binh Chanh district.

Regarding the arrangement of social housing land fund at locations other than the scope of commercial housing projects and urban areas, the Ho Chi Minh City People's Council's monitoring delegation noted that the Ho Chi Minh City People's Committee had agreed in principle on the two projects.

These are the social housing project in Hoang Nam residential area, An Lac ward, Binh Tan district and the Phuoc Thien residential area and park project, Long Binh ward and Long Thanh My ward, Thu Duc city (commercial name is Vinhomes Grand Park).

Regarding the social housing project in Hoang Nam residential area, Ho Chi Minh City People's Committee agreed in principle that Hoang Nam Construction - Trading Company Limited will not invest in social housing with an area of ​​9,379m2 at the project. Instead, the investor of this project must implement the social housing project on a land area of ​​14,750.5m2 on Le Co Street, An Lac Ward, Binh Tan District.

At the Vinhomes Grand Park project, the Ho Chi Minh City People's Committee agreed to allow the investor to implement the social housing project on an 18.1-hectare land plot in Long Phuoc ward, instead of the Tay Tang Long area.

Particularly for the Thu Thiem new urban area, due to the special nature of its functions, scale and investment capital for site clearance and resettlement, the Ho Chi Minh City People's Committee previously agreed on the policy of not building social housing within the scope of housing projects in the urban area.

Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to propose land funds for social housing construction in areas suitable for the city's planning, and submit them to Ho Chi Minh City People's Committee for consideration and decision.

According to the report of the Ho Chi Minh City People's Committee in September 2023, there are 91 commercial housing and urban area projects in the city. Of which, 58 projects paid money equivalent to 20% of the land fund to build social housing; 1 project allocated housing fund equivalent to 20% of the land fund to build social housing; 32 projects arranged 20% of the land fund to build social housing.

In addition, two investors of commercial housing projects voluntarily handed over land funds for social housing construction to the city.

In particular, the investor of the Housing Project in Truong Thanh Ward, Thu Duc City has been paid by the Ho Chi Minh City People's Committee and assigned the City Housing Development Fund to carry out the next procedures.

The remaining project is a 28-hectare residential area in Nhon Duc Commune, Nha Be District, invested by Nha Be District Public Service Company Limited. In this project, the investor proposed to hand over the social housing land fund, but the Ho Chi Minh City People's Committee has not yet determined the cost to return it to the investor.
