2 centers temporarily closed

On September 26, 2023, the People's Court of Hai Duong province held a first-instance trial of 6 defendants for bribery at the 34-05D Motor Vehicle Inspection Center and the 34-04D Motor Vehicle Inspection Center. 4 deputy directors who were also inspectors at these 2 centers colluded with a number of businesses to receive bribes of more than 200 million VND to instruct vehicle owners to modify road motor vehicles at outside construction sites. In addition to the prison sentence, the inspectors also had their certificates revoked.

On September 17, 2024, the Vietnam Register decided to revoke the vehicle inspection certificates of 4 inspectors at the above 2 centers. According to Clause 2, Article 10, Decree 30/2023/ND-CP dated June 8, 2023 of the Government, the vehicle inspection unit will be temporarily suspended for 3 months if 2 or more inspectors have their vehicle inspection certificates revoked. Therefore, from September 26 to December 25, 2024, the Vehicle Inspection Center 34-05D in Lien Hong Commune (Hai Duong City) and the Vehicle Inspection Center 34-04D in Kim Xuyen Commune (Kim Thanh) will be temporarily suspended.

Faced with this information, some vehicle owners and drivers who had their vehicles inspected at the two centers above were a bit concerned. Mr. Nguyen Manh Thuy in Pham Thai Ward (Kinh Mon) has a truck that is due for inspection in mid-October. Last time, Mr. Thuy had his vehicle inspected at the Motor Vehicle Inspection Center 34-04D in Kim Thanh.

This time, he plans to go to Hai Duong City for inspection. Mr. Thuy has consulted information about the centers and prepared carefully before going for inspection. "I prepare the documents, procedures, and check the vehicle to avoid any omissions. If I go from Kinh Mon to Hai Duong City for inspection and fail, it will be a waste of time to go back," said Mr. Thuy.

Mr. Nguyen Van Hai in Toan Thang Commune (Gia Loc) usually has his vehicle inspected at the Motor Vehicle Inspection Center 34-05D in Lien Hong Commune (Hai Duong City). At the end of September, this center was temporarily suspended. At the beginning of October, Mr. Hai's vehicle was due for inspection. This time, he had to take his vehicle to the Motor Vehicle Inspection Center 34-01D in Viet Hoa Ward (Hai Duong City).

Mr. Hai shared that people often have the mentality that they are familiar with the vehicle inspection, and are hesitant when going to a new place. At first, he was quite worried, but on October 4, his vehicle inspection went smoothly. "I had the vehicle inspected in general, prepared relevant documents, and checked for fines beforehand so that the vehicle inspection would be smooth and convenient," Mr. Hai said.

On the morning of October 11, the Motor Vehicle Inspection Center 34-01D in Viet Hoa Ward (Hai Duong City) was quite airy. Nearly 10 cars entered the inspection line at the same time. Each area, each inspector performed different steps. Some checked the brakes, some weighed the weight, analyzed the exhaust gas, checked the lights...

In the previous inspection cycle, Mr. Tran Van Hieu in Dong Quang Commune (Gia Loc) had his car inspected at the Motor Vehicle Inspection Center 34-05D in Lien Hong Commune (Hai Duong City) because it was closer to his home. However, at the end of September, the center was temporarily closed, so Mr. Hieu had his car inspected at the Motor Vehicle Inspection Center 34-01D.

Mr. Hieu said that the vehicle inspection at this time was quite convenient, without having to wait in line for too long. Although he had to travel a longer distance for the inspection, everything happened quite quickly. He was enthusiastically supported by the staff of the center. His vehicle had no problem, he just submitted the documents and waited about 30 minutes for the inspection to be completed.

Currently, the vehicle inspection centers in the province are quite open, the number of vehicles coming for inspection only reaches about 50-60% of the maximum capacity of the centers.

A representative of the 34-01D Motor Vehicle Inspection Center said that previously, the number of vehicles coming to the inspection center was quite low, so the center operated 3 inspection lines. Since the beginning of July, the center has operated 1 more line.

In early October, the number of vehicles coming to the center for inspection averaged about 180 vehicles per day, an increase of about 50 vehicles compared to early September. The center can serve nearly 400 vehicles per day at maximum capacity. With the current number of vehicles coming for inspection, it only reaches about 50% of its maximum capacity.

In case neighboring provinces and cities such as Hanoi and Thai Binh are at risk of being overloaded, vehicle owners can bring their vehicles to Hai Duong for inspection. The center is also ready with plans such as arranging for additional inspectors to work overtime, issue tickets, and schedule inspection appointments.

In early October, at some inspection centers such as Motor Vehicle Inspection Center 34-02D in Chi Linh City, Motor Vehicle Inspection Center 34-03D in Ninh Giang District, Motor Vehicle Inspection Center 34-07D in Hai Duong City, Hai Duong Newspaper reporters recorded that the number of vehicles coming for inspection increased by 10-20 vehicles per day compared to early September. The number of vehicles increased but only reached 50-60% of the maximum capacity of the centers.

Hai Duong has a total of 7 vehicle inspection centers with 13 inspection lines. Of which, Hai Duong city has 3 centers, Ninh Giang, Tu Ky, Kim Thanh districts and Chi Linh city each have 1 center. After 2 vehicle inspection centers in Hai Duong city and Kim Thanh district were temporarily suspended, the whole province has 5 vehicle inspection centers with 10 operating lines.

According to the Traffic Police Department, Hai Duong Provincial Police, as of the end of September, the province managed more than 126,000 cars. On average, 400-500 vehicles were inspected every day. With the current number of inspection centers and inspection lines, the province's inspection activities can meet the inspection needs of about 1,000 vehicles per day.

With two inspection centers suspended, many people are concerned that the inspection at the end of the year may be overloaded, but with the current capacity of the inspection centers, people can be completely assured about the inspection in the coming time.
