With a large number of inspectors being prosecuted, Hanoi has proposed signing fixed-term labor contracts with inspectors who are serving suspended sentences to avoid the risk of traffic jams at the end of the year.
The Hanoi Department of Transport has just sent a document requesting the Hanoi Department of Home Affairs to sign labor contracts with vehicle inspectors while there are no new vehicle inspectors to avoid the risk of congestion in this area at the end of this year.
According to the report of the Hanoi Department of Transport, currently in the city there are 29/32 motor vehicle inspection centers with 53/62 inspection lines in operation. Of these, there are 17 type 1 lines (car inspection lines) and 36 type 2 lines (mixed vehicle inspection lines), meeting the inspection needs of about 76,320 vehicles/month.
As of September 2024, Hanoi city has 211 inspectors operating 53 inspection lines, of which 113 inspectors have been prosecuted, some have been given suspended sentences by the court (accounting for 53%), and are on bail and are actively supporting motor vehicle inspection activities; 98 inspectors have not been prosecuted (accounting for 47%). Of these, 41 are senior inspectors, assigned as leaders of centers and heads of lines, and 57 are regular inspectors). In addition, there are 26 trainee inspectors.
It is forecasted that in the coming months, Hanoi will have 27 inspection centers that will have to stop operating. Thus, in the city, there will be only 2 centers operating with 4 inspection lines (Center 29-08D has 3 lines, Center 29-33D has 1 line).
Neighboring localities such as Bac Kan, Bac Giang, Bac Ninh, Ha Giang, Ha Nam, Hai Duong, Hoa Binh, Hung Yen also face similar difficulties.
Up to now, the Hanoi Department of Transport has found that the negative phenomena discovered by the investigation agency in the recent past have not recurred.
With the increasing number of inspected vehicles, the number of inspectors prosecuted and sentenced is very large while the inspection industry is a specialized industry, the Hanoi Department of Transport admits that to have inspectors working requires a lot of training time, so it cannot be available immediately in a short period of time (6 years for inspectors and 9 years for those authorized to sign the Certificate of technical safety and environmental protection inspection from the time of training at university).
In order to maintain vehicle inspection activities, meet the needs of the people as well as the wishes of individuals, and at the same time take advantage of experienced human resources and professional standards of vehicle inspectors, the Hanoi Department of Transport requests the Hanoi Department of Home Affairs to propose and report to the competent authority to consider allowing vehicle inspectors who have been sentenced to suspension to continue signing fixed-term labor contracts to work at the Hanoi Motor Vehicle Inspection Center until the center recruits enough replacement vehicle inspectors.
