According to the National Center for Hydro-Meteorological Forecasting, the cold air mass is continuing to move south, with Northeast winds at level 4 in the Gulf of Tonkin.
It is forecasted that around this afternoon, October 22, this cold air mass will affect the mountainous areas of the Northeast, then affect other areas in the Northeast, North Central, some areas in the Northwest and North Central. The wind inland will strengthen to level 3, coastal areas to level 4-5.

At the same time, according to the National Center for Hydro-Meteorological Forecasting, the tropical depression currently operating in the eastern Philippines is forecast to strengthen into a storm in the next 24 hours, and is likely to move into the East Sea around October 25.
From the afternoon and night of October 24, the eastern sea area of the North East Sea (east of 118.5 degrees East longitude) will have winds gradually increasing to level 8, near the storm center, winds will be level 9-10, gusting to level 12.
To proactively respond to heavy rain and tropical depressions, the Minister of Agriculture and Rural Development requested ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Dinh to closely monitor forecast and warning bulletins; notify captains and owners of vehicles and vessels (including tourist boats) operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle possible bad situations.
On land, ministries, branches, provinces and cities above deployed shock forces to inspect and review residential areas along rivers, streams, low-lying areas, high risk of flooding, flash floods, landslides; proactively relocate and evacuate people in dangerous areas to safety.
