During the investigation, the Investigation Police Agency, Bac Ninh Provincial Police determined that the 99-05D Motor Vehicle Inspection Center belongs to the Investment, Construction and Inspection Consulting Joint Stock Company, with Tran Kien (born in 1987, residing in Tram Lo ward, Thuan Thanh town, Bac Ninh province) as Director and legal representative.
During its operation from August 2018 to present, the leaders and staff of Inspection Center 99-05D have "received bribes" from vehicle owners who came to inspect and accept the modified vehicles to ignore technical errors and legalize the modification documents for the vehicles... with a total amount of billions of VND.
On May 5, 2023, the Investigation Police Agency, Bac Ninh Provincial Police issued a Decision to prosecute a criminal case, a Decision to prosecute the accused Tran Kien, Director of Inspection Center 99-05D and 7 other subjects for the act of accepting bribes.
The police are continuing to expand the investigation of the case.
Previously, in many provinces and cities, authorities also detained and prosecuted many leaders of vehicle inspection centers.
On May 16, the Investigation Police Agency, Quang Ngai Provincial Police announced that it had just initiated a case, prosecuted the accused, executed a temporary detention order, and a search warrant against Vo Quang Phat, Director, and Bui Tan Binh, Deputy Director of the 76-03D Motor Vehicle Inspection Center for the act of forgery in the work prescribed in Article 359 of the Penal Code.
Motor Vehicle Inspection Center 76-03D belongs to Dong Hung Investment, Trade and Service One Member Limited Liability Company, located in Dung Quat Economic Zone, address Binh Hoa commune, Binh Son district, Quang Ngai province.
On May 13, the Investigation Police Department of Can Tho City Police announced that it had coordinated with the People's Procuracy of the same level to issue a decision to prosecute the accused, execute an arrest warrant for temporary detention, and search the residence of Pham Minh Nhut (born in 1985, residing in Hung Thanh Ward, Cai Rang District, Can Tho City), a vehicle inspector and Deputy Director of the 6502D Motor Vehicle Inspection Center of Cat Tuong An Khanh Joint Stock Company, for the act of "receiving bribes."
Also prosecuted and temporarily detained for the above act is Huynh Hoang Tam (born in 1988, residing in Bui Huu Nghia ward, Binh Thuy district, Can Tho city), inspector of the 6502D Motor Vehicle Inspection Center of Cat Tuong An Khanh Joint Stock Company.
The two defendants Nhut and Tam were identified as accomplices assisting defendant Chau Ngoc Y, Director of the Motor Vehicle Inspection Center 6502D, 6504D, 6506D, who were prosecuted and temporarily detained on March 2.
