Hai Duong City People's Committee has developed a specific site clearance plan for the Thach Khoi New Urban Area Project, striving to hand over land in March 2025.
On August 8, 2019, Hai Duong City issued a notice of land acquisition to implement the above project. To date, the city has completed site clearance for 591 plots of land with a total area of nearly 24 hectares. Currently, there is 1 household in Tan Hung Ward and 67 households in Thach Khoi Ward that have not agreed to count the agricultural land area.
Regarding non-agricultural land, the authorities have conducted an inventory of assets and construction works of 21 households with land within the project area and are taking steps to determine the origin of the land and develop a compensation plan.
It is expected that by the end of September, Hai Duong City will complete the determination of the land origin and the time of formation of assets on the land. By early November 2024, the compensation, support and resettlement plan will be completed. In early March 2025, the city will pay compensation, support and hand over the land. In case households do not comply with the inventory or do not receive compensation, compulsory enforcement and land recovery will be implemented.
The Thach Khoi new urban area project was approved for detailed construction planning in 2018. In January 2020, the Provincial People's Committee approved the results of selecting the investor to implement the project, a consortium of Thanh Binh Hanoi Joint Stock Company and Hai Hung Real Estate Group. The project covers an area of over 30 hectares with a total investment excluding land use fees of nearly 450 billion VND. The land use structure includes adjacent residential land, villas, social housing, kindergartens, traffic, green parks, etc.
