Resolving issues related to the implementation of urban and residential projects that have selected investors is one of the important contents in the regular October meeting of the Hai Duong Provincial People's Committee (9th time) on the morning of October 30.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested localities to urgently establish a Compensation Council for site clearance for residential and urban projects, to be completed before November 3. The Department of Natural Resources and Environment coordinates and supervises the development of a land acquisition plan for project implementation, notifying investors to arrange resources for site clearance.
Sharing with investors in the context of a sluggish real estate market but business is long-term and requires stability, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested that investors take decisive and drastic actions to implement or return the project. The Department of Natural Resources and Environment will soon complete the environmental impact assessment of the projects. The Department of Construction will urge investors to prepare a feasibility study report. The Department of Planning and Investment is the agency that synthesizes and receives information on the implementation status, reports to the Provincial People's Committee to promptly remove difficulties and obstacles.
On June 16, 2022, the Chairman of the Hai Duong Provincial People's Committee issued a decision approving investors who meet the preliminary requirements on capacity and experience to implement 15 residential, urban and residential area projects in the province. To date, 5 projects in Nam Sach, Kim Thanh, Thanh Ha districts and Kinh Mon town have established a Compensation and Site Clearance Council and are conducting measurements and counting to develop compensation plans. The remaining 10 projects in Binh Giang, Ninh Giang, Cam Giang, Thanh Mien, Kim Thanh, Nam Sach, Thanh Ha districts and Kinh Mon town have not yet established a Compensation and Site Clearance Council. 15 projects are currently preparing a feasibility study report for appraisal and are hiring a consulting unit to prepare an environmental impact assessment report.
5 projects have established Compensation and Site Clearance Councils including: new residential area in Vuon Dia area, Hong Lac commune (Thanh Ha); new residential area in Nam Khe village, Hong Phong commune (Nam Sach); new residential area in Nai Dong village, Tam Ky commune (Kim Thanh); western residential area - phase 2, along An Thanh bridge bypass (Kim Thanh); Quang Thanh urban area (Kinh Mon).
10 projects have not yet established a Compensation and Site Clearance Council, including: new residential area in Tranh Trong village, Thuc Khang commune (Binh Giang); new residential area and commercial services in Hung Long commune (Ninh Giang); new residential area in Dong San Quan commune, Tan Truong commune; new residential area north of National Highway 5 and commercial residential area (both in Cam Dien commune, Cam Giang); new residential area southeast of Thanh Mien town; new residential area in Thanh Ha town; eastern residential area - phase 2, along the An Thanh bridge bypass (Kim Thanh); new residential area in That Hung ward (Kinh Mon); new residential area and commercial services east of Nam Sach town.
