Urgently overcome the shortcomings of the residential and industrial service project in Ai Quoc ward (Hai Duong city)

At the 4th meeting of the Hai Duong Provincial People's Committee in July on the morning of July 29, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested relevant units to urgently overcome the shortcomings of the residential and industrial service project in Ai Quoc ward.

At the July meeting (4th time) of the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested departments, branches and localities to urgently overcome the shortcomings of the residential area project serving workers in Ai Quoc ward (Hai Duong city).

The project to invest in the construction of a residential area and services for workers in the Ai Quoc Ward Industrial Park (Hai Duong City) is invested by Nam Quang Infrastructure Investment and Development Joint Stock Company (formerly the residential area and services for workers in the Nam Sach Industrial Park, Ai Quoc Commune, Nam Sach).

The project aims to complete the construction of technical infrastructure to contribute to promoting urban development in the area, partially solving the housing needs and some other service activities for officials, employees, business owners and other subjects in need.

According to the report of the Department of Construction, up to now, this project has basically completed the technical infrastructure system. Some unfinished items such as power stations, wastewater treatment stations, flower gardens, trees... have not been accepted and put into use according to regulations. The work of organizing the planning, appraisal and approval of detailed construction planning still has some shortcomings such as the previously approved detailed construction planning project has boundary markers without coordinates. Therefore, when comparing with the current survey map (according to the VN 2000 standard coordinate system), there are discrepancies in the project boundaries and the area of ​​current land plots. There are no records showing the consultation of the community, relevant agencies and organizations, and there are no documents on the regulations for managing construction planning according to the detailed construction planning project approved in 2003.

There are still some shortcomings in the work of compensation, site clearance, and land allocation for project implementation, such as the lack of records and documents proving the handover of land boundaries on the field according to the land allocation decision of the Provincial People's Committee and according to the land cadastral map boundary established by the People's Committee of Ai Quoc commune, the Department of Natural Resources and Environment of Nam Sach district, and the Department of Natural Resources and Environment previously.

Regarding shortcomings in the implementation of investment in the construction of technical infrastructure projects, it was pointed out that the investor has not provided documents explaining the investment project, survey documents, basic designs, adjusted and supplemented construction drawing designs. During the process of establishing and implementing the project, the investor has not sought opinions from the transport, science and technology sectors, etc.

Chairing the July meeting (4th) of the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban basically agreed with the report of the Department of Construction. Comrade Luu Van Ban assigned this department to urgently clarify the legal basis for adjusting the planning, thereby promptly overcoming the limitations of the project.

After adjustment, when implementing construction, it must fully meet current standards and regulations, ensure stability of local security, social order and safety, and comply with relevant legal regulations.

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Departments of Natural Resources and Environment, Finance, Planning and Investment, Construction, Hai Duong City People's Committee and related units to review the financial obligations of the investor through each adjustment until the end of the project's operation period, to avoid loss or waste. Based on each planning adjustment, it is necessary to review compliance with the law; determine the difference in land fund for project implementation, construction volume; review and evaluate the granting of land use right certificates to each household, thereby providing detailed solutions for each specific case, creating conditions to support the people.

During the review process, agencies and units, depending on their authority and responsibility, will resolve project obstacles; and handle any errors found. For issues beyond their authority, agencies and units will compile reports for the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee for consideration.

The July meeting (4th) of the Provincial People's Committee also reviewed, discussed and commented on the following contents: draft decision to promulgate regulations on compensation, support and resettlement when the State acquires land in the province (reported after the 3rd meeting of the Provincial People's Committee in July); plan to locally adjust the planning of industrial housing land plots in the planning of residential areas, workers' housing and services in Tan Truong Industrial Park (Cam Giang), scale 1/500; results of directing the settlement of contents related to the operation of the Hai Duong BOT Thermal Power Plant project; planning tasks for 2 construction sub-zones of Hung Dao Industrial Park (Tu Ky) and Hoang Dieu Industrial Park (Gia Loc), scale 1/2000; approval to extend the time for preparing and adjusting the Housing Development Program of Hai Duong province for the period 2022-2030, with a vision to 2045; Report on the issuance of a resolution regulating the content and expenditure levels of statistical surveys in Hai Duong province (to be reported after the 3rd meeting of the Provincial People's Committee in July); report on the orientation for building the local budget revenue and expenditure estimates for 2025; on consulting on the resolution of the request of Tuan Kiet HD Trading and Service Joint Stock Company on annual land rent payment.
