At a workshop to gather opinions on Hai Duong's 5-year land use plan for 2021-2025, experts said that the plan needs to be updated with new influencing factors.
The 5-year land use plan for 2021-2025 of Hai Duong province is built on the basis of the socio-economic development plan of the province as well as localities in the province; inheriting the results of planning and land use development projects of the sectors. This plan also analyzes and evaluates the results of implementing the previous land use planning and plan to arrange specific areas for land use needs.
For agricultural land, by 2025, Hai Duong's rice-growing land area will be nearly 54,334 hectares, a decrease of more than 4,647 hectares compared to the current status in 2020. In the period 2021-2025, the land area for non-agricultural purposes will be nearly 67,932 hectares, accounting for 40.72% of the total natural area, an increase of more than 6,517 hectares compared to 2020. Of which, by 2025, industrial park land will increase to more than 3,380 hectares, an increase of more than 1,918 hectares compared to the current status in 2020. The total industrial cluster land area is more than 1,457.28 hectares, an increase of 510.91 hectares compared to 2020. The total traffic land area is more than 15,736 hectares, an increase of nearly 1,085 hectares compared to 2020. The total commercial and service land area will be more than 1,085 hectares compared to 2020. The crop area is 229 hectares, an increase of 229 hectares compared to 2020. The total land area for non-agricultural production facilities is more than 2,797 hectares, an increase of nearly 114 hectares compared to 2020. This change aims to synchronously complete infrastructure to serve the growth needs and economic restructuring in the province to achieve the set goals.
The 5-year land use plan for 2021-2025 also clearly states the need for land areas that need to be converted to meet the land fund for socio-economic development. Of which, more than 6,542 hectares of agricultural land will be converted to non-agricultural land, and nearly 372 hectares of non-agricultural land that is not residential land will be converted to residential land.
At the workshop to collect opinions from experts and scientists on the province's 5-year land use plan for 2021-2025 organized by the Union of Science and Technology Associations of Hai Duong province on the morning of August 19, experts basically agreed on the contents of the 5-year land use plan for 2021-2025, especially the expected allocation of land use indicators to each locality and field. Some opinions suggested that the plan should take into account the impact of sudden factors such as epidemics, economic crises, etc. to build appropriate adjustment coefficients. It is necessary to calculate fluctuations in land prices and risks in the real estate market to estimate revenue and expenditure from land.
Experts also said that the 2021-2025 period is almost over, so the land use plan for this period should summarize, review the results achieved, new lessons learned, update new forecasts in sync with new socio-economic developments as well as legal regulations to develop new land use plans for the following years.
