National Assembly delegates from Hai Duong province pointed out that legal loopholes are fertile ground for drug crimes and pose a danger to young people.
On the afternoon of November 8, continuing the 8th Session, the National Assembly Delegation of Hai Duong province discussed in groups the investment policy of the National Target Program on Drug Prevention and Control until 2030; the Draft Law amending and supplementing a number of articles of the Law on Advertising and the Draft Law on Chemicals (amended).
At the discussion session in groups, delegate Dinh Thi Ngoc Dung, Provincial Drug Addiction Treatment Center, National Assembly delegate of Hai Duong province, contributed comments to the National Target Program on Drug Prevention and Control until 2030, expressed concerns about the feasibility of implementing some of the proposed goals and worried that legal regulations still have loopholes for subjects to take advantage of to produce and trade synthetic drugs.
Delegate Dinh Thi Ngoc Dung emphasized the loopholes and gaps in the legal regulations on drug prevention and control, especially in the trading of precursors, which are then used to produce and process new types of drugs, including synthetic drugs. This is a fertile ground for drug criminals to circumvent the law, and is a great danger to young people.
Speaking on the draft Law on Chemicals (amended), delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment, and National Assembly delegate of Hai Duong province, proposed to supplement and clearly stipulate mechanisms and policies to encourage businesses to use environmentally friendly chemicals.
Delegate Nguyen Ngoc Son assessed that the draft law has provisions but is not clear, there should be preferential policies for businesses switching to using environmentally friendly chemicals, especially policies related to taxes, technical support, knowledge, especially for small and medium enterprises.
Delegate Nguyen Ngoc Son also proposed to study and clarify regulations on which organizations and individuals are allowed to transport chemicals.
According to delegates, regulations on conditions for transporting chemicals, including dangerous chemicals and banned chemicals in the draft law are still general, incomplete, and do not ensure strictness and safety during transportation.
Delegate Nguyen Ngoc Son suggested continuing to review and clarify regulations, especially in the issuance of transportation licenses and the responsibilities of organizations and individuals for chemical incidents that affect the environment and human health.
