National online conference to implement laws and resolutions of the National Assembly

On the morning of July 30, Prime Minister Pham Minh Chinh chaired a conference to disseminate and implement a number of laws and resolutions of the 15th National Assembly.

This is the first conference, a new approach of the Government and the National Assembly Standing Committee in implementing laws and resolutions of the National Assembly.

The conference was organized by the Government in coordination with the National Assembly Standing Committee online at the Government headquarters with 63 provinces and centrally-run cities.

Also attending the conference were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; leaders of ministries, central agencies, National Assembly Committees and provinces and centrally run cities.

Attending the conference at Hai Duong bridge were comrades Nguyen Khac Toan, Vice Chairman of the Provincial People's Council; Tran Van Quan, Vice Chairman of the Provincial People's Committee; representatives of a number of departments, branches and sectors of the province.

In his opening speech, Prime Minister Pham Minh Chinh emphasized that building and perfecting institutions is one of the three strategic breakthroughs and major policies of the Party and State.

Since the beginning of the term, the Government has organized 28 thematic meetings on law-making; commented on, reviewed and approved more than 100 proposals for law-making and draft laws; issued more than 380 decrees; the Prime Minister has issued nearly 90 legal decisions.

At the sessions, the 15th National Assembly passed a large number of laws and resolutions (over 60 documents), including many important laws and resolutions such as: Land Law, Real Estate Business Law, Housing Law, Credit Institutions Law, Road Law, and resolutions to pilot a number of specific mechanisms and policies for the development of provinces and cities.

At the 7th Session alone, the National Assembly passed 11 laws, 2 normative resolutions; 1 resolution on the 2025 Law and Ordinance Building Program, adjusting the 2024 Law and Ordinance Building Program, and 9 resolutions on socio-economic management.

The Government has shown great determination, great efforts, drastic, effective and efficient actions; proactively and synchronously implemented many solutions with practical improvements and innovations in law-making; focused on immediately removing difficulties, obstacles and bottlenecks hindering development, especially in the fields of land, infrastructure, investment and business.

The Prime Minister pointed out that while it is difficult to develop and promulgate laws and resolutions, it is even more difficult to put these documents into practice and make them effective.

Therefore, the Prime Minister suggested that at the conference, delegates focus on thoroughly understanding the new points, key contents, requirements and main tasks to put the newly issued laws and resolutions into practice, and at the same time review some of the achieved results, advantages and difficulties in the implementation of some laws passed by the 15th National Assembly.

Delegates listened to opinions from ministries, branches and localities on the advantages, difficulties and obstacles in practice as well as in the process of implementing legal regulations, especially Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.

The Prime Minister requested the delegates to focus their intelligence, continue the spirit of innovation, present reports, discuss and speak on the following issues: Further promote the implementation of the requirement of "closely linking law-making with law enforcement, ensuring that the law is implemented fairly, strictly, consistently, promptly, effectively and efficiently" according to the Documents of the 13th Party Congress and Resolution No. 27-NQ/TW on continuing to build and perfect the socialist rule-of-law state of Vietnam.

The conference needs to discuss important issues, propose feasible and practical solutions, contribute to further strengthening coordination, creating synchronization and unity among agencies to continue improving the quality of implementation work, ensuring the implementation of laws and resolutions of the National Assembly into life, contributing to promoting socio-economic development; strengthen control of power, prevent and combat corruption and negativity in law-making work.

At the same time, propose solutions to remove difficulties and obstacles, overcome shortcomings and limitations in organizing the implementation of Laws and Resolutions, especially slow implementation, backlog, issuance of detailed regulations, and review of legal documents.

The conference heard the main contents, new points and the situation of preparation, implementation and enforcement of laws and resolutions of the 15th National Assembly, including Resolution No. 129/2024/QH15 of the National Assembly on the Law and Ordinance Making Program in 2025, adjusting the Law and Ordinance Making Program in 2024; Regulation No. 178-QD/TW dated June 27, 2024 of the Central Executive Committee on controlling power, preventing and combating corruption and negativity in law-making; the Land Law, Housing Law, Real Estate Business Law, Law on Credit Institutions, Road Law, Law on Road Traffic Order and Safety and the preparation of resources for implementation, proposals and recommendations, the Law on Social Insurance, and the Law on the Capital.
