After 3 days of urgent and responsible work, the 34th Session of the National Assembly Standing Committee completed all the proposed content and program.
On the afternoon of June 13, in his closing speech, National Assembly Chairman Tran Thanh Man emphasized that the draft laws and resolutions considered by the National Assembly in the second phase of the 7th Session relate to many sectors and fields, and have been closely followed by voters and people nationwide. Therefore, the National Assembly Standing Committee has thoroughly discussed and provided specific comments on each content.
Accordingly, the National Assembly Standing Committee gave opinions on 8 draft laws, including: Law on Social Insurance (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on Management and Use of Weapons, Explosives and Supporting Tools (amended); Law on Amending and Supplementing a Number of Articles of the Law on Security Guards.
The National Assembly Standing Committee also gave opinions on three draft resolutions, including: Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; Resolution on the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.
These are 11 draft laws and resolutions that will be submitted to the National Assembly for consideration and approval in the second phase of the 7th Session. The National Assembly Chairman assessed that, in general, the contents were relatively well prepared; the dossiers and documents were complete and of high quality, showing the positive and proactive spirit of the agencies in receiving and revising the contents of the opinions of National Assembly deputies in the recent discussion sessions. Based on the review of the dossiers and documents, the National Assembly Standing Committee agreed that the draft laws and draft resolutions were basically qualified to be submitted to the National Assembly for approval in the second phase of the Session.
The National Assembly Chairman requested that the Committees in charge of the review closely follow the conclusions, promptly coordinate with relevant agencies to complete the reports on acceptance and explanation and draft laws and resolutions to ensure quality, and promptly send them to National Assembly deputies, ensuring enough time for research before voting for approval.
At the 34th session, the National Assembly Standing Committee gave opinions on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065 and 2 new draft laws and resolutions approved by the National Assembly to be added to the 2024 Law and Ordinance Development Program, namely: draft law amending 4 laws (Law amending and supplementing a number of articles of the Land Law, Housing Law, Real Estate Business Law, Law on Credit Institutions) and the National Assembly's Resolution on reducing value added tax.
Based on the opinions of the National Assembly Standing Committee, the National Assembly Chairman requested the Secretary General of the National Assembly to consider and specifically arrange in the second session program of the Session to report to the National Assembly to decide on program adjustments.
During the meeting, the National Assembly Standing Committee considered 3 contents under its authority, including: Considering and deciding on the plan to use increased revenue sources and save regular expenditures of the central budget in 2023; Considering and approving the draft Resolution of the National Assembly Standing Committee on job positions of agencies under the management authority of the National Assembly Standing Committee; Considering Report No. 173 dated April 23, 2024 of the Government on adjusting Resolution No. 273 dated July 11, 2022 of the National Assembly Standing Committee on the decision on the policy of changing the purpose of using forests, forest land and rice land from two or more crops of the North-South Expressway Construction Project in the East phase 2021 - 2025.
Based on the submission and the review report, the National Assembly Standing Committee voted to approve in principle the contents under its authority. The agencies completed the above draft resolutions, sought written opinions from members of the National Assembly Standing Committee, and submitted them to the National Assembly Chairman for signing and promulgation.
The National Assembly Chairman requested that the National Assembly Committees continue to closely coordinate with Government agencies, focusing on absorbing and comprehensively revising both the content and technique of draft laws and resolutions, ensuring the highest quality when submitting them to the National Assembly for consideration and approval.
The Vice Chairmen of the National Assembly in charge continue to promote their responsibilities, effectively manage their work, and closely lead and direct so that when voting to pass bills and resolutions, they achieve high consensus. Based on the opinions of the National Assembly Standing Committee, the Chairman of the National Assembly requested the Secretary General and the Head of the National Assembly Office to promptly issue the concluding notices; at the same time, promptly complete the reports to send to the National Assembly deputies and relevant agencies and organizations according to regulations.
"The immediate key task is for relevant agencies to carefully prepare the contents for the 7th Session to be a success. This Session has a lot of legislative content, the most at a Session since the beginning of the term," the National Assembly Chairman emphasized.
Previously, at the afternoon session on June 13, giving opinions on the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15, the National Assembly Standing Committee highly appreciated the Government's great efforts to develop and complete the draft Law dossier. The National Assembly's Economic Committee has been very responsible, objective and comprehensive in conducting the review, pointing out many issues to ensure the feasibility of the law.
After discussion, the National Assembly Standing Committee agreed to submit this draft law to the National Assembly for consideration and decision. The National Assembly Standing Committee requested the Government to promptly issue and direct ministries, branches and localities to issue guiding documents to ensure quality and progress, and fully prepare conditions for the implementation of the law from August 1, 2024. At the same time, carefully review the transitional provisions to ensure consistency, synchronization, feasibility, and no overlap or contradiction within each law, between laws and the legal system; clearly and fully identify the risks, challenges and negative consequences of adjusting the effective time and transitional provisions of the laws to have solutions to control and overcome them.
