The three projects are located in Kim Boi and Lac Son districts, mainly facing problems with site clearance, resettlement and land conversion procedures.
The Steering Committee for Key Projects of Hoa Binh Province has just met to discuss solutions to remove difficulties for three key projects in Kim Boi and Lac Son districts. The three projects have a total investment of over VND14,000 billion by Hoa Binh Sun Company Limited (a member of Sun Group) investing in the fields of urban areas, ecology, tourism and services.
According to the Hoa Binh Provincial Information Portal, the projects are set to start construction by the end of this year, but due to problems with site clearance, resettlement, and procedures for converting rice and forest land, they have not been implemented on schedule.
In particular, the project of the Eco-urban Complex, high-class entertainment and cable car system Cuoi Ha, Kim Boi commune, Kim Boi district was approved for investment in June 2022 with a total investment of more than 6,600 billion VND. The project has a total land area of about 189 hectares, with a population of more than 7,000 people.
Hoa Binh Province said the project has not been approved by the Government to change the purpose of using rice and forest land, so it is not eligible for the District People's Committee to issue a notice of land recovery. Kim Boi District is carrying out procedures for site clearance, resettlement construction and implementing procedures according to regulations. However, there are still some problems regarding compensation prices, land support or grave relocation, and planning of new cemeteries.
The second project is the Doi Thung high-end ecological, resort and entertainment urban area in Quy Hoa commune, Lac Son district with a total investment of over VND 5,300 billion. The project has a land area of over 184 hectares, a population of 10,000 people, and is expected to start construction in 2023 and be completed in the first quarter of 2026.
However, to date, the project has not yet started. The Department of Planning and Investment has submitted to the Provincial People's Committee for approval of the resettlement project investment policy. Lac Son District has also established a Steering Committee, assigning district leaders to implement site clearance steps. However, households have not agreed to the project implementation policy, and are not allowed to enter the project area for investigation and survey, so the mapping and land and property inventory have not been carried out.
The province also pointed out the situation of some illegal land traders continuing to propagate and mobilize people to disagree with the project in the Thung Hill area, hindering the implementation of project site clearance.
The third project is the Ho Kha high-end hot spring resort and eco-urban area in Quy Hoa commune, Lac Son district, with a total investment of over VND2,600 billion. The project has a population of 4,600 people and a land use area of over 85 hectares.
Hoa Binh province said the project is waiting for the Prime Minister to change the purpose of rice land use, then issue a notice to reclaim the land, and carry out site clearance. The site clearance work has been basically supported by the people. However, households have commented that the unit prices of land types in Quy Hoa commune in the province's land price list are lower than those of neighboring communes (such as Tan Lap and Tuan Dao communes). Therefore, people have requested to consider adjusting the unit prices to be equal to those of the two communes above.
In addition, many assets still do not have a prescribed unit price for compensation, such as yellow apricot blossom trees, sim trees, and wild tea trees. There are types of trees that are both harvested for wood and fruit, but the new unit price set only considers them for harvesting wood, such as dracontomelon, tram, and doi.
The Secretary of the Hoa Binh Provincial Party Committee requested that relevant departments and agencies promptly advise and propose to ministries and agencies to submit to the Government for early permission to change the purpose of using rice and forest land of the project; support the investor to start construction immediately after receiving land in the fourth quarter of this year.
In recent years, Hoa Binh has attracted many large and small urban and resort projects thanks to the local tourism advantages. Among them, the localities that investors are interested in include Hoa Binh City, Luong Son, Kim Boi, Ky Son, Da Bac, Lac Son. This is also the area that recorded many unusual "land fever" periods in the period of 2019-2021, taking advantage of information from investors to learn about and implement projects.
