Hai Duong Provincial People's Committee has submitted a document requesting the Provincial People's Council to approve the adjustment of capital structure, including 100% support for the construction of commune police headquarters from the budgets of the two levels of province and district.

At the 16th session of the Hai Duong Provincial People's Council taking place on July 12-13, the Provincial People's Committee submitted a proposal to adjust Resolution No. 15/NQ-HDND dated June 24, 2022 regulating the level of support for investment in the construction of commune-level police headquarters in the province.
Hai Duong Provincial People's Committee said that currently 100% of the projects have identified land for construction and have invested in building, renovating and repairing 45 commune-level police headquarters. However, the implementation process has encountered some difficulties and problems in arranging public investment capital, planning, site clearance and land handover.
Based on the results of reviewing information and documents on the arrangement of commune-level administrative units in the province according to Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo, it is expected that in the period of 2023-2030, Hai Duong will merge 111 commune-level administrative units (of which, 23 localities have invested and are investing in building headquarters). Thus, continuing to build commune-level police headquarters according to the approved project is very difficult, especially mobilizing capital from the commune-level budget and assigning the commune-level to implement.
Hai Duong Provincial People's Committee assessed that building headquarters in communes subject to merger is unnecessary and may cause waste after merging commune-level administrative units.
Therefore, the Provincial People's Committee submitted to the Provincial People's Council a decision to adjust the provincial budget to support the implementation of the Project on Investment in the construction of commune-level police headquarters in Hai Duong province in the period of 2021-2025. The Hai Duong Provincial People's Committee proposed to adjust the provincial budget to support 75% and the district budget to support 25% according to the total approved project investment (expected to build 70 new commune-level public headquarters).
For projects that have been allocated capital for project implementation according to the provisions of the Law on Public Investment, continue to implement provincial budget capital support according to the provisions of Resolution No. 15/NQ-HDND of the Provincial People's Council and the project approved by the Provincial People's Committee.
