Cam Giang District People's Council meets voters and supervises effective settlement of complaints and denunciations

Maintaining order in the work of receiving people and voters and strengthening supervision of the settlement of complaints and denunciations are two effective measures of the People's Council of Cam Giang district to fulfill its responsibilities to voters.

Effective

Since the beginning of the 2021-2026 term, the People's Council of Cam Giang district and communes and towns have organized 144 meetings with voters, receiving 2,166 opinions. Of which, the opinions and recommendations of voters have been compiled by the People's Councils of districts and communes and forwarded to competent agencies for resolution according to their authority. Many recommendations have been received, processed and promptly resolved by all levels and sectors.

In the regular citizen reception activities, the People's Council of Cam Giang district and communes and towns closely coordinated with the People's Committee to organize monthly citizen receptions well according to regulations. Since the beginning of the term, Cam Giang district has organized 197 citizen receptions with 778 citizens and 3 large groups. Through citizen reception activities, 31 petitions were received, including 2 complaints, 7 denunciations, 22 petitions and reflections. To date, 100% of these petitions have been forwarded to competent authorities for consideration and response, 24 petitions have been resolved (reaching 77.4%). Notably, all complaints and denunciations have been resolved.

To achieve this result, right from the beginning of the year, Cam Giang District People's Council issued a schedule for receiving citizens by the Standing Committee of the District People's Council and People's Council delegations in communes and towns. Accordingly, in addition to a detailed list of delegates, time and location, Cam Giang District People's Council clearly stated many proposals to improve the quality of citizen reception work. Each solution and recommendation was clearly stated to each subject to clarify the person, clarify the work, and avoid shirking responsibility.

For example, for the People's Committee of Cam Giang district, the Standing Committee of the District People's Council requested the People's Committee of the district to direct the People's Committees of communes and towns, in addition to preparing conditions for receiving citizens at the unit, to simultaneously inform and widely propagate the reception schedule on the media so that the majority of citizens are aware. The Standing Committee of the District People's Council also directed the delegations of the District People's Council to strictly implement the schedule for receiving citizens as assigned.

Not just giving instructions, the Standing Committee of the People's Council of Cam Giang district requires the delegations of the People's Council of the district to report the results of synthesizing citizens' opinions and recommendations to the Standing Committee of the People's Council of the district regularly on the 30th of each month. The People's Council of the district assigns 2 Deputy Heads of the Economic - Social Committee and the Legal Committee to synthesize and clearly assign each locality to be in charge of these 2 comrades. In case of any outstanding incident, the head of the delegation immediately reports to the Standing Committee of the People's Council of the district for grasp and direction.

According to comrade Doan Thi Nam, Deputy Head of the Legal Committee of the Cam Giang District People's Council, citizens' petitions, complaints and denunciations are usually under the jurisdiction of the People's Committees at all levels. Therefore, the District People's Council closely coordinates, promptly urges and supervises the People's Committees in resolving issues under their jurisdiction.

Cam Giang District People's Council focuses on disseminating and educating the law on the implementation of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations and guiding documents in various forms such as through conferences, training courses, meetings to disseminate the law in villages and residential areas...

Monitor to improve efficiency

This activity is carried out by the People's Council of Cam Giang district through many channels and forms. At the end of 2022, the Legal Committee of the People's Council of the district will monitor the results of citizen reception, receiving, classifying, processing and resolving complaints, denunciations, recommendations and reflections of citizens in the district.

The Standing Committee of the People's Council of Cam Giang district directly participated in the monitoring delegation. "This monitoring aims to evaluate the leadership and direction of the organization in implementing the work of receiving citizens, receiving, classifying, handling and resolving complaints, denunciations, recommendations and reflections of citizens by the Party Committee and authorities from the district to the grassroots level. This is also an effective form for the District People's Council to tighten and consolidate the quality and effectiveness of the work of receiving citizens, resolving complaints and denunciations of the People's Council and People's Committees at all levels", said Ms. Vuong Thi Huyen, Vice Chairwoman of the People's Council of Cam Giang district.

Through monitoring, in addition to recording many positive changes, the Legal Committee of the People's Council of Cam Giang district also pointed out 4 limitations in receiving citizens, resolving complaints and denunciations in the district. These are: the dissemination of laws is not regular; the recording of citizens' recommendations and reflections has unclear and incomplete content; the People's Committees of communes have not arranged separate reception rooms, the posting of some guidance documents is not complete; the People's Committees of the 3 communes of Cam Vu, Ngoc Lien, Cam Hoang still confuse complaints, requests with denunciations.

Analyzing these 4 limitations in depth, the Supervisory Team pointed out 4 corresponding subjective causes. From there, the Supervisory Team proposed 10 groups of specific and practical solutions to recommend to the District People's Committee and communes and towns.

Last May, the Standing Committee of the People's Council of Cam Giang district held a meeting of the Standing Committees of the People's Councils at the district and commune levels. At the meeting, many delegates gave presentations and discussed solutions to continue improving the quality of public reception and handling of complaints and denunciations in the coming time.
