"When drinking water, remember its source", in recent times, the implementation of preferential policies for people with revolutionary contributions has always been of interest to Party committees, authorities, and socio-political organizations from the province to the grassroots in Hai Duong, and is identified as a key task in implementing the province's social security policy.
Ensure good preferential treatment
In gratitude to those who have contributed to the revolution, our Party and State have had humane support policies to help those who have contributed to the revolution and their relatives ensure their livelihood. Implementing these policies well, in recent times, authorities at all levels in Hai Duong have always done a good job of paying monthly allowances, subsidies, one-time subsidies, health insurance, health care, etc. to those who have contributed to the revolution and their relatives. This is also the main premise to help Hai Duong no longer have any meritorious people in poor households.
Housing support for people with meritorious services has also been actively implemented by Hai Duong, helping many families of people with meritorious services improve their quality of life. As of June this year, the whole province has completed supporting 9,415 households with meritorious services to build and repair houses (4,894 households with new construction and 4,521 households with repairs) according to the Government's Project to support people with meritorious services to the revolution in housing. From 2022 to present, the province has also supported 512 households with meritorious services to the revolution who are really facing housing difficulties (including 179 households with new construction and 333 households with repairs) with a support level of 60 million VND/new house and 25 million VND/repaired house, the support source is from the increased land revenue in 2021 enjoyed by the district level.
Nursing and health care for people with meritorious services and their relatives are given attention. In 2023, the Provincial People's Council passed Resolution No. 08/2023/NQ-HDND stipulating the expenditure levels for implementing a number of preferential regimes for people with meritorious services and relatives of people with meritorious services to the revolution, and beneficiaries of martyr worship allowances of the province, including regulations on costs of transportation, meals, and accommodation for people receiving concentrated nursing and health rehabilitation in the province, thereby contributing to improving the quality of nursing and health care for people with meritorious services.
On that basis, every year, the Department of Labor, War Invalids and Social Affairs advises sending about 1,000 meritorious people and their relatives to receive concentrated treatment at nursing centers outside the province. The Hai Duong Province Nursing Center for Meritorious People receives an average of 30-35 treatment sessions each year for about 3,500-5,000 meritorious people in the province.
Mr. Vu Duc Khu (born in 1953, Tan Viet commune, Thanh Ha) is a war invalid who lost 85% of his health and has just been treated at the Hai Duong Province Nursing Center for Meritorious Servicemen. Mr. Khu excitedly said: “For war invalids and seriously ill soldiers, being able to go to the nursing center every year is a joy. Meeting comrades and chatting about the past and present makes me feel much more motivated.”
Practical care
In addition to preferential treatment according to regulations, the activity of "remembering the source of drinking water, repaying gratitude" in Hai Duong has also spread strongly in the community, with many practical activities. For many years, on the occasion of War Invalids and Martyrs Day on July 27, in addition to gifts from the Central Government, Hai Duong province has allocated funds to give gifts and visit and encourage people with meritorious services.
This year, the province allocated more than 33 billion VND to give 56,181 gifts to people with meritorious services, relatives of martyrs, and martyr worshipers; organized delegations to visit and give gifts to 36 outstanding people with meritorious services and those in difficult circumstances; visited and gave gifts to 5 units that nurture, care for, and treat people with meritorious services; gave gifts to war invalids and seriously ill soldiers from Hai Duong who are being cared for at Thuan Thanh War Invalids Nursing Center (Bac Ninh province) and Lang Giang War Invalids Nursing Center (Bac Giang province).
On the occasion of the annual War Invalids and Martyrs Day, the provincial Youth Union at all levels coordinate with departments, branches, sectors and organizations to organize candle lighting ceremonies to pay tribute to heroic martyrs at temples, memorials and martyr cemeteries in the province. Recently, grassroots youth organizations have also supported and facilitated a number of charitable organizations and individuals to implement projects to restore martyrs' photos. As a result, hundreds of martyrs' photos have been restored to date, bringing great spiritual joy to the martyrs' families.
According to the Hai Duong Provincial Fatherland Front Committee, since 2019, the "Repaying gratitude" Fund at all levels in the province has received about 20 billion VND, implementing activities to care for people with meritorious services, relatives of martyrs, families with meritorious services, etc. The province currently has 36 Vietnamese Heroic Mothers who have been cared for by organizations and units. In addition, many organizations and units have also joined hands to care for people with meritorious services to the revolution through activities such as giving gifts, supporting funding for building and repairing houses, medical examination and treatment, etc.
The Party Committee, government and people of Hai Duong always remember and are grateful for the great sacrifices of heroic martyrs, wounded and sick soldiers, and relatives of people with revolutionary contributions in the cause of protecting and building the country.
THANH NGABy June 2024, Hai Duong province had 38,941 martyrs; 226 revolutionaries before January 1, 1945; 767 revolutionaries from January 1, 1945 to before the August Revolution; 22,684 war invalids, people enjoying policies like war invalids, 10,473 sick soldiers; 4,125 people awarded or posthumously awarded the title "Heroic Vietnamese Mother"; 38 heroes of the people's armed forces and heroes of labor during the resistance war; 10,527 resistance fighters and children of resistance fighters infected with toxic chemicals; 3,645 revolutionaries imprisoned and exiled by the enemy; 88 people who contributed to the revolution; 139,073 people participating in the resistance war for national liberation were awarded medals and orders.
