Chairing the meeting of the Hai Duong Provincial People's Committee in July (3rd time) on the afternoon of July 25, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested to urgently complete the report to amend and supplement a number of contents in the land price list for the period 2020-2024 to be close to market prices.
The land price list for the period 2020-2024 in the province was built in 2019 and adjusted and supplemented in 2021 and 2023, but it is not guaranteed to be close to the current common market price. Meanwhile, from August 1, 2024, the annual land price adjustment coefficient issued by the Provincial People's Committee will no longer be valid.
In addition, recent practice has shown that many residential areas and urban areas have had specific land prices approved and are eligible for transfer on the market, but their locations have not been updated in the land price list; some locations in the land price list still have errors and inadequacies. Therefore, according to the Department of Natural Resources and Environment, it is necessary to amend and supplement the land price list for the period 2020-2024 in the province, promulgated before August 1, 2024 to apply appropriately to the practical situation of the locality.
According to this department, the main contents that need to be revised and supplemented in the land price list for the 2020-2024 period include updating land prices of locations suitable for the current time; supplementing land locations of residential areas and urban areas that have been approved for specific land prices, are eligible for transfer on the market but have not been updated in the land price list, and missing land locations; adjusting some locations in the land price list that have confusion and inadequacies.
The basic amendment is carried out by multiplying the land price table by the land price adjustment coefficient.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban basically agreed with the content of the report and requested the Department of Natural Resources and Environment to receive comments at the meeting and adjust the report. In particular, clarify the missing locations in the land price list, industrial and service land prices. Special attention should be paid to land prices at border locations between localities, avoiding the situation where the same route has a large difference in land prices between locations. Localities review and summarize in writing to send to the Department of Natural Resources and Environment for synthesis in the whole province.
Assign the Department of Natural Resources and Environment to urgently coordinate and advise the Provincial People's Committee to report to the Provincial Party Standing Committee for consideration and submit to the Provincial People's Council at the nearest session.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban also requested the Department of Natural Resources and Environment to continue reviewing and coordinating with independent consultants to develop a land price list applicable from January 1, 2026 to ensure closeness to market prices.
The meeting of the Hai Duong Provincial People's Committee in July (3rd time) also considered and discussed the following contents and reports: Plan to implement the National Strategy on attracting and using talents until 2030, with a vision to 2050; promulgation of a list of drugs for centralized bidding at the local level; proposal to develop a resolution regulating the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in the province; promulgation of a Resolution on land support policies for ethnic minorities living in the province; current situation, difficulties, obstacles and proposed solutions to improve the quality of vocational education associated with job creation at enterprises in the province; proposal to develop a resolution regulating training support for vocational education learners in the province; establishment of a working group to visit martyrs' cemeteries and organize a number of activities in Phu Yen province; Consider selecting investors to build technical infrastructure for An Dong Industrial Park (Nam Sach); implementation plan and issues related to the project to build a cinema on Tran Hung Dao Street (Hai Duong City); Time-limited rotation plan for practitioners at public medical examination and treatment facilities in Hai Duong province in 2025; issue a decision regulating the functions, tasks, powers and organizational structure of the Hai Duong Provincial Population Department.
