Hai Duong Provincial People's Council has just passed a resolution assigning quotas for civil servant payrolls, the number of people working with salaries from the state budget, contract workers, and commune-level officials and civil servants.
Accordingly, in 2025, the total number of commune-level cadres and civil servants will be 4,592 people (a decrease of 294 people compared to 2024), the number of non-professional workers at the commune level will be 2,742 people (an increase of 59 people compared to the assignment in 2024).
The determination of the 2025 payroll will be implemented according to the 2022-2026 payroll streamlining roadmap of the Provincial People's Committee, ensuring a reduction of at least 5% of the payroll of cadres and civil servants and at least 10% of the payroll of public employees receiving salaries from the state budget in the 2022-2026 period.
According to this principle, the total number of civil servants in state administrative agencies is 1,792. Of which, 900 targets are assigned to departments, branches and sectors and 892 targets are assigned to district-level People's Committees.
Compared to 2024, the total number of assigned civil servant positions will decrease by 24 targets, achieving a reduction rate of 1.32%.
The total number of employees receiving salaries from the state budget in public service units and associations assigned by the Party and the State in the province is 32,536 targets (remaining the same as in 2024). Of which, education and training service units (28,923 targets) and health care (2,393 targets).
The number of contract workers outside the payroll quota according to Decree No. 111/2022/ND-CP of the Government is 2,120, mainly in the field of education and training (2,095 quotas, an increase of 548 quotas compared to 2024), the rest is in the medical field.
