Currently, many new businesses in industrial parks in Hai Duong are in need of recruiting a large number of workers but are facing many difficulties due to limited supply.
Demand exceeds supply
In 2023, Boviet Hai Duong Solar Energy Science and Technology Co., Ltd. will implement a project to produce solar photovoltaic cells in Cong Hoa Industrial Park (Chi Linh) with a total capital of over 2,800 billion VND. To proactively produce and do business, this enterprise needs to recruit about 450 workers. All of these workers will be trained intensively by Boviet at the factory in Bac Giang before being sent to Hai Duong to work. In addition to salary, workers will also receive other benefits from Boviet such as fuel allowance, accommodation, free meals, etc.
A representative of Boviet Hai Duong Solar Energy Science and Technology Co., Ltd. said that although the company has introduced many preferential policies, labor recruitment is currently facing many difficulties due to scarce supply. Training at the factory in Bac Giang is also a barrier because many people are afraid to travel far. So far, only about 300 workers have been sent for training.
In 2024, Welco Vietnam Technology Co., Ltd. in An Phat Complex Industrial Park (Hai Duong City) will expand its production scale, so it needs to recruit about 400 workers. In addition to the basic salary, the company commits that workers will be given regular overtime with an income of 8 - 11 million VND/person/month. Workers are also supported by the company for house rent, gasoline, child care, and diligence bonuses... "Although the company has posted recruitment information in many forms as well as implemented attractive policies and regimes, it has not yet achieved the expected results. Currently, we are still short of about 100 unskilled workers. Not having enough labor will cause the company to face many disadvantages in the coming time," said Ms. Tran Thi Hong, a recruiter at Welco Vietnam Technology Co., Ltd.
According to a representative of Vietnam Human Resources Training Supply Joint Stock Company, the unit is currently a bridge for over 30 enterprises in the industrial park. Most of these are new enterprises, so the recruitment demand is very large, about 10,000 workers. However, due to the scarce supply, since the beginning of the year, the unit has only been able to supply over 500 workers to the units.
Mr. Nguyen Tuyen Huan, Director of Vietnam Human Resources Training Supply Joint Stock Company, said that the situation of demand exceeding supply in labor recruitment often occurs at the beginning of the year. Because this is the time when many businesses supplement human resources to serve new orders or recruit to compensate for the situation of "job hopping" at the beginning of the year. On the other hand, in recent years, the "wave" of investment in Hai Duong's industrial parks has increased, leading to an increasing demand for labor recruitment. Competition in policies and benefits between businesses has also caused many labor disturbances.

Boviet Hai Duong Solar Energy Science and Technology Co., Ltd. is a high-tech enterprise, so it needs a large number of trained workers. Currently, this enterprise is in need of recruiting personnel in two departments: technical research and equipment such as technicians, assistant engineers, equipment engineers, research engineers, technology engineers, resource officers, etc. In recent years, Boviet has cooperated with Sao Do University to train high-quality workers. To date, 50 alumni of the school have worked for this enterprise. Last year, 200 students from the Faculty of Electrical and Mechanical Engineering of Sao Do University registered to participate in Boviet's recruitment interviews.

Currently, 18 enterprises in An Phat 1 Industrial Park (Nam Sach) need to recruit about 27,000 workers. Of which, Biel Crystal Vietnam Manufacturing Co., Ltd. and CE LINK Vietnam Co., Ltd. need 20,000 workers. To ensure labor resources for enterprises, the investor of An Phat 1 Industrial Park infrastructure has coordinated with Nam Sach District People's Committee to organize a conference to exchange information on the labor market. Thereby, Nam Sach District will create conditions for enterprises in An Phat 1 Industrial Park to search, train and employ local workers.
Chairman of Nam Sach District People's CommitteeHo Ngoc Lam said: "Nam Sach currently has about 87,000 people of working age, of which 83% are trained. With an abundant labor force, the district believes it will basically meet the recruitment needs of businesses in An Phat 1 Industrial Park."
In addition to training links, new businesses need to make good use of the labor force that has returned from overseas because this is a workforce with skills, foreign languages, experience, and a professional working style.
