Hai Duong urgently disburses public investment capital

On the morning of December 12, Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Hai Duong province chaired the December meeting (2nd time) of the Provincial People's Committee to review and discuss a number of contents and reports reported by the Departments of Transport, Planning and Investment, Natural Resources and Environment, Finance; the Provincial Industrial Park Management Board and the People's Committee of Kim Thanh district.

After listening to the report on the implementation of the public investment plan, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, emphasized that this is an important task, requiring drastic and urgent measures to accelerate capital disbursement in the remaining time of 2023. The Department of Planning and Investment monitors and urges the disbursement progress of each project. The Department of Natural Resources and Environment supervises the implementation of site clearance in each locality. The Department of Construction strengthens inspection of construction and quality of works. The Departments of Finance and Planning and Investment closely coordinate to regularly and continuously advise the Provincial People's Committee on the plan to use public investment capital. If any problems arise during the implementation process, they must promptly report to the Provincial People's Committee for consideration and resolution.

Regarding problems related to site clearance, localities continue to promote propaganda and mobilize people to create consensus. Closely coordinate with relevant departments and branches to promptly implement procedures and processes according to the provisions of law, promptly recover land and clear the site. Localities develop reports on site clearance plans and commit to the implementation progress with the Provincial People's Committee. By December 14 at the latest, localities must send reports to the Provincial People's Committee.

For completed or ongoing district-level public investment projects and works in the 2021-2025 period, the investment policy must be adjusted to receive targeted capital support from the province. The Provincial People's Committee Office monitors and urges the implementation status in districts, towns and cities. For commune level, the Chairman of the District People's Committee directs localities to similarly review investment projects and works eligible for capital support.

According to the report of the Department of Planning and Investment, Hai Duong's total public investment capital plan for 2023 is 7,511 billion VND. By December 10, the whole province had disbursed 3,958 billion VND, reaching 52.7%. Compared to the capital plan assigned by the Prime Minister, the province's disbursement rate reached 63.1%. Of which, the provincial capital managed 4,099 billion VND, disbursed 1,861 billion VND, reaching 45.4%; district and commune budget capital 3,356 billion VND, disbursed 2,095 billion VND, reaching 62.4%...

Currently, public investment capital in 2023 has been allocated in detail to projects and assigned specific tasks. The progress of construction and installation of basic projects has met the requirement of 100% disbursement. However, there are currently 16 provincial-level projects that have not completed site clearance, affecting the progress of project implementation and disbursement of public investment capital. The Department of Planning and Investment requested the People's Committees of Ninh Giang, Thanh Mien, Binh Giang, Cam Giang, Kim Thanh, Thanh Ha, Tu Ky districts, Kinh Mon town and Chi Linh city to speed up the recovery and site clearance to hand over to investors before December 31.
