Hai Duong plans to allocate 1,759 billion VND for 9 public investment projects

The August Provincial People's Committee meeting (3rd time) on the afternoon of August 8 considered allocating more than VND 1,759 billion in medium-term capital for 2021-2025 for 9 public investment projects.

The Department of Planning and Investment proposed the Provincial People's Committee to consider and submit to the Provincial People's Council a plan to allocate VND 1,759 billion in public investment capital for the 2021-2025 period for 9 projects. These are construction projects: Thai Binh River overpass and access road of Ring Road I (Hai Duong City); some sections of the northern service road of National Highway 5 (Kim Thanh); completion of the land records system and land database; database, labor and employment; upgrading the broadcasting and information system; Hai Duong Provincial Martyrs' Temple; restoration of Con Son stream; renovation and repair of the Provincial Museum; Training, Coaching and Sports Competition Center of the Provincial Cultural and Sports Complex.

In addition, the Department of Planning and Investment also advised on allocating 185 billion VND of public investment capital for 2 newly started projects, providing additional charter capital for the Hai Duong Development Investment Fund and targeted supplementation for the district budget.

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban basically agreed with the proposal of the Department of Planning and Investment on the allocation and adjustment of public investment capital for the period 2021-2025 and 2024. Agencies, units, and investors must comply with the principles of allocating public investment capital. The Provincial People's Committee will base on the conditions of investment preparation to allocate detailed capital for projects, avoiding the situation of "asking-giving" public investment capital. The urgent allocation and adjustment of public investment capital aims to create conditions to promote socio-economic development of the province and localities.

The August meeting of the Provincial People's Committee (3rd time) also considered and discussed the draft regulations on other documents on land use rights before October 15, 1993, the land area allowed to build works serving agricultural production on agricultural land. The draft decision promulgates regulations on land allocation limits, land use right recognition limits, agricultural land use right transfer limits; conditions for land division, land consolidation conditions, minimum area allowed for land division in Hai Duong province. The proposal to allocate the 5-year local budget public investment plan for 2021-2025 and 2024 to implement the Project "Investing in the construction of commune-level police headquarters in Hai Duong province in the period of 2021-2025" and the Project "Building and supplementing classrooms lacking in educational institutions in the province in the period of 2020-2025". On the proposal to implement the Investment Project for the construction of unfinished housing projects in Phu Quy urban area (Goldenland), Hai Duong city (phase 1). Difficulties, obstacles, proposed solutions to overcome in the implementation of industrial parks with approved planning and orientation for the implementation of industrial parks under the provincial planning. Results of the review of the Project for the construction of the Hanoi - Hai Phong railway service road (Kim Thanh). Renovation of the 3-storey office building, repair and upgrade of the parking garage into an office building, renovation of auxiliary works of the Hai Duong Drug, Cosmetic and Food Testing Center.
