Accordingly, the Provincial People's Committee proposed not to transfer the right to represent the ownership of state capital from the locality to the State Capital Investment and Trading Corporation for Hai Duong Clean Water Trading Joint Stock Company and Hai Duong Clean Water and Rural Sanitation. The reason is that these two enterprises are currently operating in the clean water business supplying to localities in the province. In addition, the enterprises also perform a number of social security tasks and political tasks assigned by the province. The Provincial People's Committee needs to represent the ownership of state capital in the enterprises.

Currently, in Hai Duong, there are 2 enterprises operating in the field of water supply managed by the Provincial People's Committee, namely Hai Duong Clean Water Business Joint Stock Company (state capital accounts for 65% of charter capital) and Hai Duong Clean Water and Rural Sanitation Joint Stock Company (state capital accounts for 84.3% of charter capital).
