There are many reasons affecting the progress of establishing, appraising and approving detailed planning projects for new residential areas and new urban areas in the province.

According to the review of the Hai Duong Department of Construction, most of the detailed planning projects for residential and urban areas in the province reviewed and commented by the Provincial Party Committee have been approved by localities according to their authority.

There are currently 9 projects in Kinh Mon, Kim Thanh, Ninh Giang, Thanh Mien, Nam Sach, and Tu Ky that have not been approved due to planning issues.

According to the law on construction planning and urban planning, the organization of the establishment, appraisal and approval of detailed construction planning must be consistent with and comply with the approved construction planning and urban planning at higher levels. However, currently, some localities have not completed the approval or approval of adjustments to zoning plans, town master plans, and commune master plans, affecting the progress of establishment, appraisal and approval of detailed planning projects for new residential areas and new urban areas.

In the past, the district construction planning, the general planning of the city and town have been basically approved or are in the process of planning and adjusting the planning, but due to the adjustment of land use quota allocation at the provincial and district levels and the direction of the Central Government on reviewing and rearranging administrative units at the district and commune levels, it is necessary to continue reviewing and adjusting the planning accordingly.
