According to the decision of the People's Committee of Hai Duong province, the Department of Culture, Sports and Tourism of the province has 2 administrative procedures under its authority to be amended and supplemented.
The amended and supplemented administrative procedures are the procedures for considering and awarding the title of "People's Artisan" and the procedures for considering and awarding the title of "Meritorious Artisan" in the field of intangible cultural heritage.
Accordingly, within 90 days from the date of receiving complete and valid dossiers, the Provincial Council will organize the awarding of the title "People's Artisan" in the field of intangible cultural heritage and the title "Excellent Artisan" in the field of intangible cultural heritage.
Both of the above administrative procedures have been supplemented with detailed internal processing procedures from the stage of guidance, receiving dossiers from organizations and individuals to completing dossiers, publicizing the list of proposed awards and the processing time for each stage. Previously, there was no internal processing procedure, only based on the awarding plan of the Ministry of Culture, Sports and Tourism.
The amendment and supplementation of the above administrative procedures are in accordance with the Law on Emulation and Commendation dated June 15, 2022; the Law on Cultural Heritage dated June 29, 2001 and the Law amending and supplementing a number of articles of the Law on Cultural Heritage dated June 18, 2009; Decree No. 93/2023/ND-CP dated December 25, 2023 of the Government regulating the awarding of the titles "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage.
To handle the above administrative procedures, organizations and individuals can submit applications online on the Hai Duong Public Service Portal or directly at the Hai Duong Provincial Public Administration Service Center.
