Ha Tinh holds conference to announce provincial planning and promote investment

This morning (May 28), the People's Committee of Ha Tinh province coordinated with the Ministry of Planning and Investment to organize a conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050, and promote investment in Ha Tinh with the theme "Ha Tinh - Realizing potential and aspirations".

Attending the conference were Mr. Vuong Dinh Hue - Politburo member, Chairman of the National Assembly; Deputy Prime Minister Tran Hong Ha; leaders of central agencies, departments, ministries and branches; former leaders of the National Assembly; representatives of embassies and international organizations in Vietnam; leaders of some provinces of Laos and Thailand; leaders of some provinces and cities in the country; Ha Tinh Association in Hanoi and Ho Chi Minh City; Ha Tinh Sustainable Development Consulting Group in Hanoi; leaders of business associations, enterprises, corporations and domestic and foreign investors.

On the side of Ha Tinh province, there were comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Standing Deputy Secretary of the Provincial Party Committee Tran The Dung, Chairman of the Provincial People's Committee Vo Trong Hai; comrades members of the Provincial Party Committee Standing Committee, leaders of the Provincial People's Council, People's Committee, Fatherland Front Committee, National Assembly Delegation; former provincial leaders; representatives of departments, branches, and localities.

In addition to the main bridge at the Provincial Cultural - Cinema Center, the conference was connected online to more than 270 bridges to provincial departments, branches, districts, cities, towns and all communes, wards and towns across the province.

Speaking at the opening of the conference, Chairman of the Provincial People's Committee Vo Trong Hai emphasized: Ha Tinh is an important strategic area in terms of politics, economy, national defense and security; located on the North-South traffic axis; a gateway for trade on the East-West economic corridor with many potentials and great advantages for socio-economic development. As a land with unique historical and cultural traditions; the homeland of famous cultural and historical figures; with many relics, tourist areas, and scenic spots, Ha Tinh is always friendly, inviting and welcoming friends and visitors from near and far.

Over the past years, under the leadership, direction and support of the Central Government, the efforts of the Party Committee, the Government and the People, Ha Tinh has achieved encouraging results in many fields. From a poor province with a low starting point, Ha Tinh is now among the better-off provinces in the region, selected by the Prime Minister to pilot the construction of a new rural province. The investment and business environment has been increasingly improved; the provincial competitiveness index has continuously increased in rank every year. Ha Tinh is one of the 10 localities attracting the largest foreign investment capital in the country.

With the attention and support of the Government, ministries and central branches, the coordination of neighboring provinces in the region, and valuable contributions from scientists and experts, Ha Tinh has strived to complete the task of establishing the Provincial Planning for the period 2021 - 2030, with a vision to 2050; becoming the second province in the country to have its planning approved by the Prime Minister.

The conference was attended by more than 700 delegates at the provincial Cultural - Cinema Center.

With the theme “Ha Tinh - realizing potential and aspirations”, the conference will provide basic information on the Provincial Planning for the period 2021 - 2030, with a vision to 2050; introduce and promote the potential, advantages, preferential policies, and priority project lists of the province to investors. Through that, it will attract investment and mobilize resources to realize the Provincial Planning.

Next, Deputy Prime Minister Tran Hong Ha and Minister of Planning and Investment Nguyen Chi Dung presented Decision No. 1363/QD-TTg of the Prime Minister, approving the Planning of Ha Tinh province for the period 2021 - 2030, with a vision to 2050.

At the conference, delegates discussed and shared opinions to clarify the important goals and premises for the sustainable development of Ha Tinh, the development orientations of Ha Tinh's sectors and fields in the period 2021 - 2030, with a vision to 2050; and climate change issues that Ha Tinh has to face.

Mr. Arnaud Ginolin - Member of the Board of Members, leader of the Public Policy Consulting and Industry Sectors of BCG Vietnam discussed the feasibility of the goals and the reasons why Ha Tinh was chosen for development.

Appreciating the efforts of the Party Committee, government and people of Ha Tinh in socio-economic development, the delegates offered advice and proposed many solutions for Ha Tinh to realize the Provincial Planning in the period of 2021-2030, with a vision to 2050, focusing on maximizing potential and advantages, mobilizing resources, developing human resources, modernizing digital infrastructure, researching and developing new technologies suitable for Ha Tinh's key economic sectors...

Prof. Dr. Le Quan - Director of Hanoi National University shared the topic of cooperation between Hanoi National University and Ha Tinh province and enterprises in attracting investment in science and technology, developing human resources to implement the Provincial Planning.

Next, delegates watched a video introducing some key investment projects promoting investment in Ha Tinh.

Up to now, Ha Tinh has nearly 1,500 investment projects with a total registered capital of more than 454,000 billion VND, equivalent to more than 18 billion USD. Of which, there are 1,400 domestic projects with a total registered capital of more than 137,000 billion VND, FDI has 68 projects with a total registered capital of 16 billion USD, equivalent to more than 317,000 billion VND. Based on the Provincial Planning, in the coming time, the development orientations and investment attraction of Ha Tinh include: Industrial sector is post-steel projects, mechanical engineering; supporting industry; infrastructure of industrial parks and clusters; electricity production; agricultural processing; textiles...

The service - tourism sector includes projects on sea tourism services, eco-tourism, spiritual tourism, deep-water seaport services and logistics... The agricultural sector includes high-tech agricultural projects, deep processing, organic agricultural development and specialized areas. For the urban sector, there are projects on building large-scale urban areas, housing, and investing in synchronous and modern infrastructure. In particular, many projects in Ha Tinh are prioritizing investment calls such as: Xuan Giang 2 ecological urban area, tourism, entertainment and recreation area and Lam riverside area (Nghi Xuan); Ky Nam urban, resort and golf course project complex (Ky Anh town); commercial, service, tourism and sports area in the southwest of Thach Ha district; Ham Nghi new urban area; investment in construction and business of infrastructure of industrial parks in Vung Ang Economic Zone and Cau Treo International Border Gate Economic Zone; steel refinery complex; automobile and auto parts manufacturing complex; Vung Ang logistics center; other wind power and solar power projects…

Ha Tinh has paid great attention, focused on doing well, taking the lead in planning work and is the second province in the country to have the Provincial Planning approved by the Prime Minister for the period 2021-2030, with a vision to 2050. This is the basis for Ha Tinh to continue implementing strategic development orientations, closely linking with provinces in the region for socio-economic development, ensuring national defense and security in the North Central region and the Central Coast until 2030, with a vision to 2045.

Besides, Ha Tinh is also one of the localities with many practical solutions and methods, effectively implementing resolutions of the Party and the National Assembly, especially Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-economic Recovery and Development Program.

National Assembly Chairman Vuong Dinh Hue suggested that Ha Tinh continue to thoroughly grasp and concretize the resolutions of the Central and the province; promote breakthroughs with 4 key sectors, 3 urban centers, 3 economic corridors and 1 growth engine center, improve productivity, quality, efficiency and competitiveness of the economy, increase income, improve material and spiritual life, so that people can truly benefit from the achievements of innovation and development.

It is necessary to focus on solutions to effectively implement the approved goals, targets, tasks, programs and projects in the Provincial Planning; organize the public announcement and exhibition of planning information, establish an information center to promote and introduce planning, attract investors and businesses; strengthen management and supervision of planning implementation, periodically review and promptly report to competent authorities on difficulties and problems in the implementation process.

Continue to apply necessary solutions to achieve the highest socio-economic, national defense and security targets in 2023, contributing to the results of the entire term and contributing to the overall development of the country; release market bottlenecks; improve the investment and business environment; accompany people and businesses; innovate working style and manners, tighten discipline and administrative discipline; focus on investing in education and training, developing and increasing the attraction of high-quality human resources, innovating vocational education associated with the strengths and development orientation of the province.

Within the framework of the conference, under the witness of Central leaders, ministries, branches and delegates, Provincial Party Secretary Hoang Trung Dung and Provincial People's Committee Chairman Vo Trong Hai presented investment approval decisions to 14 investors with 15 projects, with a total registered capital of more than VND 9,600 billion.

Also at the conference, Provincial Party Secretary Hoang Trung Dung and Provincial People's Committee Chairman Vo Trong Hai presented investment cooperation memorandums to 25 investors with projects in the fields of: real estate - tourism - resorts, industrial park/cluster infrastructure, trade and services, energy - clean water, education, agriculture..., with a total registered investment capital of over 219,000 billion VND.

Speaking at the conference's conclusion, Provincial Party Secretary Hoang Trung Dung expressed his gratitude to the leaders of the Party, State, ministries, departments, branches, representatives of international organizations and the business community for always paying attention to and supporting Ha Tinh's development.

The measure to evaluate the quality and effectiveness of planning is that the locality must be rich, civilized, and the people's material and spiritual lives must constantly improve. The organization and implementation of planning must be scientific, rigorous, but flexible, and consistent with the Master Plan.

The Provincial Party Secretary emphasized: The political system at all levels of the province will continue to promote administrative reform, associated with digital transformation and digital connection; attract projects with modern technology, environmentally friendly, ensuring the goal of green growth and sustainable development.
