The violation lasted until June 1, when the house was already built high, the People's Committee of Viet Hong commune issued a decision to impose an administrative fine of 4.5 million VND and apply measures to force the land to be remedied and restored to its pre-violation condition. However, Mr. Lap continued to pour concrete on the overhanging roof.

The Commune People's Committee invited Mr. Nguyen Dinh Lap's family to work many times but he did not comply. On June 13, Chairman of the Viet Hong Commune People's Committee Pham Duc Long signed a decision to enforce the implementation of remedial measures for Mr. Lap's family. Before the enforcement, the People's Committee of Viet Hong commune announced a 15-day period for the family to dismantle the house themselves and extended it by 7 days. Mr. Lap's family dismantled the house little by little.

Chairman of Viet Hong Commune People's Committee Pham Duc Long admitted that there was a delay in handling the illegal construction. The monitoring and reporting by the village was not timely, leading to confusion in handling the case. Mr. Lap's family deliberately covered up and secretly built the illegal construction.

Dismantle illegal constructions

Thanh Ha District People's Committee has repeatedly requested Viet Hong Commune to focus on thoroughly handling illegal constructions and actively propagandize citizens to dismantle them themselves, but to no avail.

In this case, if the local authorities closely monitor the work, prevent violations early, and do a good job of mass mobilization so that people can dismantle themselves or support them to dismantle, the damage will be limited.

Currently, Viet Hong commune still has 13 constructions violating agricultural land and perennial crop land that need to be cleared. After clearing Mr. Lap's construction, Thanh Ha district requested the commune to take drastic action and promptly handle the illegal constructions this year in the spirit of mobilizing people to dismantle them themselves. At the same time, it requested local Party committees, authorities and organizations to strengthen propaganda to the people, not allowing new violations to arise.
