On the afternoon of March 20, comrade Nguyen Dang Nguyen, Standing Deputy Secretary and Chairman of the People's Council of Hong Phuc Commune (Ninh Giang) received a phone call from the phone number 0867270096 from a subject claiming to be Mai Thi Thao, a specialist of the Provincial People's Council Office. This subject said that the Provincial People's Council had a policy of training for People's Council delegates of 4 districts and requested to collect 1 million VND in advance for documents to be deposited into the account in advance, and would return it after the training was completed.
Realizing something was suspicious, Comrade Nguyen contacted Comrade Trinh Thi Thuy, Permanent Vice Chairwoman of the Ninh Giang District People's Council to verify. After the Permanent Vice Chairwoman of the Ninh Giang District People's Council contacted the Office of the National Assembly Delegation and the Provincial People's Council, it was confirmed that this was a forgery.
On the morning of March 21, the subject claiming to be Mai Thi Thao continued to call and urge comrade Nguyen to transfer money. When comrade Nguyen said he had no need to buy the documents, this subject immediately turned around and cursed.
Recently, the Office of the National Assembly Delegation and the Provincial People's Council received feedback from a number of district and commune People's Council delegates in Tu Ky and Ninh Giang districts about a number of people claiming to be officials of the Provincial People's Council Office contacting by phone to inform them of the training schedule of the Provincial People's Council and requesting to transfer advance money to buy books and related documents.

The Office of the National Assembly Delegation and the Provincial People's Council does not send staff to contact by phone or other means of communication to offer any documents or publications for sale. In case of detecting a fake subject contacting by any form or sending documents or publications to the facility for sale through the post office, organizations and individuals need to immediately report to the nearest police agency for timely handling. The Standing Committee of the District People's Council informs the People's Council delegates at the commune level to coordinate and raise vigilance.
