The first draft of the political report submitted to the 18th Provincial Party Congress for the 2025-2030 term sets out the general goal of building Hai Duong into a livable place.
On the morning of December 4, the Executive Committee of the Hai Duong Provincial Party Committee, 17th term, opened its 22nd conference.
Along with many other important contents, this conference will discuss the first draft of the political report to be submitted to the 18th Provincial Party Congress prepared by the Provincial Party Standing Committee and the Document Subcommittee.
Regarding the content, the theme of the draft political report is: "Be proud and have absolute confidence in the leadership of the Party; strengthen Party building and the political system; promote the cultural traditions of the Eastern region, unite to realize development aspirations, and strive to make Hai Duong a modern industrial province by 2030, achieving a number of basic criteria of a centrally-run city".
Along with assessing the implementation results of the Resolution of the 17th Provincial Party Congress, term 2020-2025, the draft report points out limitations in two major areas: Socio-economic; Party building and political system.
The causes section evaluates each objective and subjective aspect. The draft report also presents 5 lessons learned from practical leadership, direction, and implementation leading to successes and failures in the past.
Regarding the viewpoints and goals of the 2025-2030 term, with a vision to 2035, the first draft of the political report submitted to the 18th Provincial Party Congress presented 5 viewpoints, covering all aspects of perception and action, ensuring a general orientation in the process of leadership, direction, and implementation of tasks for the coming term.
The general goal of the 2025 - 2030 term, with a vision to 2035, is to build Hai Duong into a livable place with economic, political, cultural, social, educational, environmental, security and order factors... based on the resolution of the 17th Provincial Party Congress and the orientation according to the Provincial Planning approved by the Prime Minister.
The draft report sets out 4 groups of indicators (economic, cultural - social, environmental, political system building) with 18 specific indicators, some of which are oriented towards 2035.
The draft report also sets out groups of tasks and solutions for the 2025-2030 term, with a vision to 2035 in the fields of socio-economics, science-technology, environment, national defense-security, inspection, justice, foreign affairs, and Party building, government, Vietnam Fatherland Front, and socio-political organizations. At the same time, it identifies key tasks, breakthroughs, key projects, programs, plans, and projects.
The draft political report is presented in a direct manner, going straight to the point. For each area, there is a general assessment first, then evidenced by specific information and data.
The figures in the draft report are mainly estimated for 2025 and for the entire 2020-2025 term. Therefore, the data is still subject to change. During the process of completing the report, the Provincial Party Standing Committee will direct the Document Subcommittee to continue reviewing, supplementing and completing it.
