For many days now, the street lights at the intersection between Dien Bien Phu Street and Highway 5 have been flickering, causing difficulties for traffic.
At 6:30 p.m. on November 17, I passed through the intersection between Dien Bien Phu Street and National Highway 5 via An Dinh Street in Hai Duong City and saw flashing street lights in this area.
A few days ago, I passed by here and saw this situation. I asked some people nearby and they said that this situation has been going on for many days now. Flashing street lights affect the visibility of pedestrians. Especially since this is a busy intersection with many vehicles, flashing street lights will not ensure lighting and limit visibility, with the risk of collisions and traffic accidents.
