Proposal to collect a fee of 1,900 VND per km on Hanoi's Ring Road 4

The Hanoi People's Committee has just proposed the Ministry of Transport and the two provinces of Bac Ninh and Hung Yen to agree on the price and schedule for increasing the service fee for using the expressway for component 3 under the public-private partnership (PPP) method. This is the basis for completing the feasibility study report of this project, including the financial plan and capital recovery for the project.

According to Hanoi's proposal, group 1 (including vehicles under 12 seats, trucks under 2 tons) has the lowest fee per km of 1,900 VND, the highest is group 5 (trucks from 18 tons and up, 40-foot containers) 7,220 VND. Thus, for cars traveling on the entire 113-km-long Ring Road 4, the estimated fee is about 214,000 VND, and for group 5 vehicles, about 815,000 VND.

The tolls for each type of vehicle will be increased every three years until the project is fully funded. By 2054, when the project is almost fully funded, the toll per kilometer of the highway will increase to VND5,400 for Group 1 vehicles and VND20,520 for Group 5 vehicles.

According to the Hanoi People's Committee, the price frame for using services on the Ring Road 4 expressway refers to the BOT component projects of the North-South expressway in the East in the 2017-2020 period and current regulations.

Regarding this price, the leader of the Vietnam Expressway Administration commented that Hanoi's proposal is basically suitable for the year 2027 and the price increase roadmap for each period of the 3 North-South expressway projects under the PPP method: Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao.

The Component 3 Project of Hanoi Ring Road 4 includes the construction of a 113 km expressway, passing through Hanoi, Hung Yen and Bac Ninh. The starting point of the project is at the Hanoi - Lao Cai expressway junction, the ending point is at the Noi Bai - Ha Long expressway junction. The total investment is 55,052 billion VND. The project will start in 2022, with the goal of being put into operation in 2027.

The Hanoi People's Committee proposed to divide the project into two categories. Category 3.1 (budget capital) has a total investment of nearly 26,600 billion VND, including the construction of Hong Ha bridge, Me So bridge, Hoai Thuong bridge and sections from the National Highway 6 intersection to the end of the Hanoi - Hai Phong expressway intersection, a 9.7 km connecting section.

Item 3.2 (BOT investment capital) has a total investment of nearly 28,460 billion VND, including construction of expressways from Noi Bai - Lao Cai intersection to National Highway 6 intersection, from Hanoi - Hai Phong expressway intersection to Noi Bai - Ha Long expressway intersection under the PPP method.

The completion of the 4th beltway of the capital region will contribute to relieving traffic congestion, connecting provinces and creating new development space for the entire capital region, including Hanoi, Hung Yen and Bac Ninh.
