The draft Law on Housing (amended) submitted to the National Assembly this time has many timely additions, including tightening management right from the construction stage with rental houses with many families living there.
On the afternoon of October 26, at the 6th Session of the 15th National Assembly, delegates discussed in the hall a number of contents with different opinions of the draft Law on Housing (amended).
Speaking at the discussion in the hall, delegate Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong province, said that the draft Law on Housing (amended) has many contents that have been supplemented and improved to meet the aspirations of voters and people.
Delegate Nguyen Thi Viet Nga emphasized that the draft has timely additions such as regulations related to tightening management right from the initial construction stage with rental houses with many families living there. This is to prevent unfortunate consequences that have occurred in the past.
Besides, it is necessary to continue developing social housing to ensure all criteria are correct for purpose, need, and target so that the policy can truly come into life, eliminating the situation of excess social housing that people who want to access still cannot access.
Delegate Nguyen Thi Viet Nga agreed to empower the Vietnam General Confederation of Labor to be the investor of social housing. According to the delegate, this is a very humane regulation, contributing to solving the current situation of ineffective social housing development, failing to attract investors, and failing to meet the current needs of the people.
Delegate Nguyen Thi Viet Nga proposed to expand the subjects allowed to rent social housing invested by the General Confederation of Labor, and only stipulate that "social housing projects invested by the General Confederation of Labor should give priority to workers and laborers to rent". In addition, regulations on conditions for social housing projects invested by the General Confederation of Labor must be based on actual needs and forecasted needs of workers and laborers in the project investment area.
