On the afternoon of June 3, the Ministry of Public Security held a national online conference to evaluate the results of building regular commune and town police.

Opening the conference, Deputy Minister of Public Security Tran Quoc To stated that, implementing the policy of building a regular commune and town police force in accordance with the spirit of Resolution No. 22, dated March 15, 2018 of the Politburo on continuing to innovate and reorganize the Ministry of Public Security apparatus to be streamlined and operate effectively and efficiently; in the face of many difficulties and challenges, under the leadership and direction of the Party and State, and the support and assistance of all classes of people, the People's Public Security force has resolutely and effectively implemented the goals and tasks of building a regular commune and town police force.

The conference aims to comprehensively assess the situation and results of all aspects of work on building a regular commune and town police force, as well as evaluate the quality and effectiveness of this force's operations over the past three years after implementing Resolution No. 22 dated March 15, 2018 of the Politburo and over 1 year of implementing Decree No. 42 dated March 31, 2021 of the Government; pointing out the shortcomings, limitations, difficulties, obstacles and causes.

Comrades: Pham Xuan Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Van Quan, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Police and affiliated departments, offices and units; Heads of Police of communes and towns of the province attended at the Hai Duong bridge.

At the same time, specifically identify the key directions and tasks in the coming time, in order to contribute to the effective implementation of Resolution No. 12, dated March 16, 2022 of the Politburo on promoting the building of a truly clean, disciplined, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation.

Reporting on the preliminary review and assessment of the results of the implementation of the construction of regular commune and town police at the Conference, Lieutenant General To An Xo, Chief of Office of the Ministry of Public Security, emphasized that as of May 14, 2022, the Public Security of 63 provinces and centrally-run cities had arranged more than 48,000 regular commune and town police officers in 100% of communes and towns nationwide (six months earlier than the regulation).

Local police have advised on the establishment of Commune and Town Police Party Cells; in which more than 8,200 Commune and Town Police Chiefs participate in the Commune Party Committee Executive Committee, and more than 1,500 people participate in the Commune Party Committee Standing Committee.

In addition, training and fostering work is focused on; facilities and working conditions of the Commune and Town Police are concerned. Initially, there were many difficulties, but now, there are many positive changes.

As of May 2022, the Ministry of Public Security has allocated more than VND 3,400 billion to invest in Commune and Town Police nationwide. People's Committees at all levels have paid more attention to allocating land funds to build regular Commune and Town Police headquarters, of which a total budget of more than VND 1,700 billion has been allocated to invest in regular Commune and Town Police.

Overcoming initial difficulties, right from the time of being mobilized to the commune and town areas, the commune and town police force actively implemented all aspects of work, innovated working methods according to the motto "Police seek out the people," "close to the people, understand the people," "when the people need, when the people are in trouble, there is the police."

The Commune Police force strives to deploy all aspects of security and order assurance and build the movement of All People Protecting National Security. The quality of advisory work for local Party committees and authorities on security and order assurance has been improved.

Security and order in most communes and towns have clearly changed positively, with crime and violations of social order laws clearly decreasing.

From 2018 to present, the Commune and Town Police force has received more than 82,000 cases related to security and order; directly resolved more than 49,000 cases, transferred more than 6,000 cases to other agencies and coordinated with other forces to resolve more than 7,000 cases; administratively handled more than 26,000 cases...

In particular, the regular police force of communes and towns has played an important role in the prevention and control of the COVID-19 pandemic and in building a national database on residents, collecting and issuing chip-embedded citizen identification cards nationwide. Thereby, contributing to the task of socio-economic development in the locality and bringing a peaceful and happy life to the people.

There have been many examples of commune and town police officers who do not fear hardship, are dedicated, forget themselves for the country, serve the people, and even sacrifice for the peaceful and happy life of the people, which have been recognized, praised, and highly appreciated by the masses, local Party committees, and authorities.

With the achievements in recent times, at the conference, Hai Duong had 2 collectives, 1 individual from the Hai Duong Provincial Police force and 4 agencies of the province not belonging to the police force were commended and awarded certificates of merit by the Ministry of Public Security.

Correct policy, strategic significance

Speaking at the conference, Minister of Public Security To Lam commended, acknowledged and highly appreciated the achievements and results that the Public Security of units and localities have achieved in building regular Commune and Town Police in recent times.

Minister To Lam affirmed that after more than three years of implementation, it has been shown that the policy of building a regular commune and town police force is very correct, has strategic and long-term significance in ensuring security and order at the grassroots level, and has increasingly received high consensus and support from central ministries, branches, party committees, local authorities and the masses.

Emphasizing a number of key tasks in the coming time, Minister To Lam requested that the Public Security of units and localities must focus on synchronously implementing all aspects of ensuring security and order at the grassroots level, combined with focusing on improving the qualifications, skills and quality of the work of the police force in communes and towns, contributing to creating a clear change in social order and safety, building an orderly, disciplined, secure, safe and healthy society.

In addition, it is necessary to continue to perfect regulations on functions, tasks, powers, organization, cadres, leadership and command mechanisms; regimes and policies for commune and town police and the team of part-time commune police (formerly) to continue participating in ensuring security and order at the grassroots level.

At the same time, we will mobilize a variety of resources; continue to strengthen equipment, ensure facilities and conditions to meet the working, combat and living needs of the regular commune and town police.
