Former AIC Deputy General Director to appear in court in Quang Ninh

Former AIC Deputy General Director Hoang Thi Thuy Nga is about to be brought to trial for her involvement in a bribery case that occurred at the Quang Ninh Department of Education and Training.

On October 10, the People's Court of Quang Ninh province will bring the bribery case that occurred at the Quang Ninh Department of Education and Training to trial at first instance. The trial is scheduled to last for 3 days, under the direction of judge and presiding judge Ta Duy Uoc. The Supreme People's Procuracy assigned the Quang Ninh Provincial People's Procuracy to exercise the right to prosecute and supervise the first instance trial of the case.

In this case, Ms. Vu Lien Oanh (former Director of the Department of Education and Training of Quang Ninh province) was prosecuted for violating bidding regulations causing serious consequences.

Also brought to trial for the same crime were the defendants: Ngo Vui (former Head of the Department of Science and Technology, Department of Education and Training of Quang Ninh province), Ha Huy Long (former Deputy Head of the Department of Science and Technology, Department of Education and Training of Quang Ninh province), Pham Thi Hanh (former Deputy Head of the Department of Science and Technology, Department of Education and Training of Quang Ninh province;

Hoang Thi Thuy Nga (former President of NSJ Group), Tran Ngoc Thang (former General Director of MQF Company), Tran Thi Thanh Xuan (former General Director of MQF Company), Ngo Manh Hung (former Deputy General Director of MQF Company), Le Long Hai (former Director of Customer Relations Region 3, NSJ Company), Le Dai Tan (Customer Relations Officer Region 3), Pham Viet Anh (former Deputy Head of Project Department, MQF Company), Hoang Thi Minh Tam (Project Department Officer of MQF Company), Vu Ngoc Minh (former Director of Gia Loc Company), Ha Thi Thu Huyen (appraiser of Gia Loc Company), Pham Duc Chinh (appraiser of Gia Loc Company).

Defendant Hoang Thuy Nga was also prosecuted for the crime of Bribery.

In addition to the 17 defendants, the court also summoned many related people from the Quang Ninh Department of Education and Training; NSJ Group Company; AIC Valuation Company...

Among the defendants, Ms. Hoang Thi Thuy Nga was the former Deputy General Director of AIC Company and was sentenced to 12 years in prison by the Hanoi High People's Court in a bidding violation case in Dong Nai. Ms. Nga was also sentenced to 8 years in prison by the Can Tho City People's Court for bidding violations at the provincial Department of Health.

According to the accusation, because she knew Ms. Oanh before, in early 2016, when she learned about the investment policy for medical equipment invested by the Department of Education and Training of Quang Ninh, Ms. Nga went to meet Ms. Oanh at the Department of Education and Training to discuss letting Ms. Nga's companies win bids to supply educational equipment to the Department of Education and Training of Quang Ninh at prices set by Ms. Nga in advance, and Ms. Oanh agreed.

Ms. Oanh introduced and directed Mr. Ngo Vui, Head of the Department of Planning and Finance of the Department of Education and Training, and his subordinates to coordinate with Ms. Nga and the staff of NSJ Company to carry out the procedures for establishing, implementing the project, and organizing the bidding.

Mr. Ngo Vui assigned his subordinates to contact and work with Ms. Nga and the NSJ Company staff to conduct a survey to establish the project and project procedures.

After that, Ms. Nga assigned NSJ Company's staff to coordinate with Mr. Ngo Vui, Mr. Ha Huy Long, and Mr. Pham Thi Hanh to implement the bidding packages; prepare documents for the blue and red teams; and direct the Goods Department of NSJ Company to contact manufacturers and intermediary companies to increase the prices of educational equipment from abroad before importing to Vietnam.

Accordingly, the price will be many times higher than the selling price quoted by manufacturers, sold directly to NSJ and MQF companies, and will be nearly equal to the winning bid price of the packages invested by the Department of Education and Training of Quang Ninh (Continued contract, price increase).

At the same time, to avoid detection, NSJ Company was both a project consultant and a bidding participant.

The accusation is that Ms. Hoang Thi Thuy Nga and Vu Lien Oanh discussed and agreed to appoint VNNew Company as a consultant to prepare the project, report on the feasibility study to legalize the bidding documents for all 6/6 bidding packages for the procurement of educational equipment; appointed AIC Company and Gia Loc Company as price appraisal units to issue price appraisal certificates according to the prices set by Ms. Nga in advance.

This is to ensure that NSJ Company and the NSJ - Toan Thinh Joint Venture win the bid through open bidding.

The accusation is that the defendants caused damage to the State of more than 80 billion VND.
