The Government's Steering Committee for Administrative Reform held its 9th meeting to evaluate the results of administrative reform implementation in 2024 and discuss directions and tasks for 2025.

According to Prime Minister Nguyen Hoa Binh, in 2024, administrative reform will continue to be identified as one of the key directions of the Government and the Prime Minister. All six reform areas: institutional reform, administrative procedure reform, state administrative apparatus reform, civil service reform, public finance reform; building and developing e-Government and digital Government have been given attention, promoted, urged to be implemented and achieved positive results.

Administrative reform has had new and positive changes, with quite comprehensive results; many institutional and mechanism barriers and problems have been removed; civil service reform has had many breakthroughs; administrative procedure reform has had positive results, the investment and business environment has improved; the construction of e-Government and digital Government has been vigorously implemented.

One of the bright spots of the past year mentioned by the Deputy Prime Minister is that, under the direction of the Politburo, we have been carrying out a "revolution" in streamlining the apparatus, creating a strong and widespread influence on the entire political system from the central to local levels and is receiving the attention and support of the entire Party and people.

However, the Deputy Prime Minister pointed out that administrative reform still has shortcomings and limitations, and businesses and people's access to public administration is not really open and convenient.

“The frustrations and barriers still exist and somewhere still bring annoyance to the people”, stating this, the Deputy Prime Minister emphasized that these shortcomings and limitations need to be overcome soon, quickly cleared and effectively used all resources for society and national development in the current context, serving the new era, the era of prosperity, growth, and take-off of the country.

Reporting at the meeting, Deputy Minister of Home Affairs Cao Huy said that the Prime Minister has issued the 2024 Action Plan with 64 specific key tasks. Up to now, ministries and branches have completed 18/21 (85.71%) tasks; have not completed 3/21 (14.28%) tasks, the remaining 42 tasks are regular tasks (1 task requested to be postponed to 2025).

Performing the role of the Government's standing agency for administrative reform, the Ministry of Home Affairs has stepped up the monitoring, urging and guiding ministries, branches and localities in implementing administrative reform. The Steering Committee Office has received 144 proposals and recommendations from ministries and provinces, on that basis, coordinated with relevant ministries and branches to review, respond, answer and resolve all these proposals and recommendations.

The Ministry of Home Affairs has coordinated with ministries, branches and localities to conduct inspections and work on administrative reform in a number of localities; ministries and branches have conducted inspections at 166 affiliated agencies and units; thereby, promptly handling and directing the handling of 37/139 existing problems, with limited detection through inspection, reaching 26.62%. Localities have conducted inspections at 761 agencies and units; thereby, promptly handling and directing the handling of 1,958/2,056 groups of existing problems, with limited detection through inspection, reaching 95.23%.

Institutions are identified as one of the three strategic breakthroughs for national construction and development; the National Assembly and the Government identify institutional bottlenecks as the "bottlenecks" of "bottlenecks" that need to be cleared. The Government has organized 11 thematic meetings on law-making, thereby promptly directing, orienting, and removing difficulties and obstacles in law-making. The Government has submitted to the National Assembly for approval 29 laws, an increase of 13 laws compared to 2023; the Government has issued 182 decrees, an increase of 90 decrees compared to 2023, and issued 496 circulars under its authority, thereby continuing to perfect the institutions of the administrative system, promptly adapting and effectively adjusting socio-economic relations.

In 2024, the Ministry of Justice received 3,292 legal documents; examined and concluded, and recommended handling 166 documents with illegal provisions on authority and content (including 27 documents of ministries and ministerial-level agencies; 139 documents of People's Councils and People's Committees at the provincial level).

Regarding the reduction and simplification of business regulations, in 2024, 5 ministries and agencies submitted to the Prime Minister for approval the Plan to reduce and simplify 125 business regulations in 47 legal documents. 13 ministries and agencies have reduced and simplified 420 business regulations in 36 legal documents, bringing the total number of business regulations reduced and simplified by ministries and agencies from 2021 to present to 3,195 business regulations in 281 legal documents out of a total of 15,763 business regulations, reaching 20.2% and exceeding the minimum target set for the entire 2020 - 2025 period.

Regarding decentralization in handling administrative procedures, 14 ministries and agencies have implemented the decentralization plan for 191 administrative procedures in 33 legal documents, bringing the total number of decentralized procedures from 2022 to present to 350/699 procedures in 71 legal documents (reaching 49%).

Deputy Minister Cao Huy said that the Government and the Prime Minister continue to direct the acceleration of the arrangement and consolidation of the organizational structure towards streamlining, effective and efficient operations, in accordance with the spirit of Resolution No. 18-NQ/TW. The results of the arrangement of the organizational structure in 63 provinces and cities have continued to reduce 12 branches, departments and equivalents of specialized agencies under the provincial People's Committee; reduced 29 departments and equivalents under the district People's Committee; accumulated to date, 13 departments and equivalents, 2,613 departments and equivalents at the local level have been reduced.

The total number of staff streamlined according to the provisions of the Government's Decrees is 16,149 people (of which, ministries and branches are 217 people, localities are 15,932 people).

Regarding the arrangement of administrative units at all levels, up to now, Hue city has been newly established under the Central Government; 37 district-level administrative units and 1,178 commune-level administrative units have been arranged; after the arrangement, 9 district-level units and 563 commune-level units have been reduced.
