The Vietnamese ICT landscape in 2022 is witnessing a strong movement towards digital transformation. The phrase "digital transformation" appears frequently and continuously in all areas of socio-economic life.

In addition, the Prime Minister also issued the National Strategy on Digital Economy and Digital Society Development to 2025, with a vision to 2030.
This strategy has a vision of digital development with growth based on digital technology and digital data as inputs, becoming one of the new key development methods for Vietnam to develop rapidly, sustainably, inclusively, adaptively and resiliently in the face of challenges in an unpredictable and volatile world.
If in previous years, the main color of Vietnam's ICT picture was the telecommunications sector with strong double-digit growth, in 2022, the traditional telecommunications sector continued to decline. Statistics from the Ministry of Information and Communications show that the growth rate of the telecommunications sector only reached 1.6%, which is quite a modest number.
In 2022, some carriers have begun to shut down 2G and 3G in some areas with low demand. The Ministry of Information and Communications has set a target of completing the shutdown of 2G technology by September 2024 at the latest.
The picture of Vietnam's telecommunications in 2022 cannot be ignored without mentioning the problem of spam calls and fraudulent calls attacking customers. In response to this problem, the Ministry of Information and Communications has requested network operators to implement a plan to prevent and handle spam calls and a plan to manage mobile subscriber information, prevent and handle SIMs showing signs of channel availability.
One of the highlights of telecommunications in 2022 is that the National Assembly passed the Law amending and supplementing a number of articles of the Law on Radio Frequencies to strictly manage, reasonably and effectively allocate the right to use radio frequencies, create a healthy competitive environment in telecommunications activities, promote the development of telecommunications infrastructure, contribute to creating a national digital transformation platform, and gradually develop the digital economy and digital society.
This revised law has completed and synchronized regulations from establishing and promulgating frequency planning to granting frequency licenses for better and more effective management and use, especially with "rare" frequency bands.
