At around 5:00 p.m. on September 7, Ms. Bui Kim Nhung (34 years old) in Kim Do village (Hiep Cat commune) had her water break while she was pregnant for the third time at the 34th week of her pregnancy. At that time, storm No. 3 was raging, causing heavy rain and strong winds, and Ms. Nhung's family could not call an ambulance to the hospital. The Hiep Cat commune police promptly used a specialized vehicle to take Ms. Nhung to the Nam Sach District Medical Center.

Doctors at Nam Sach District Medical Center examined and diagnosed Ms. Nhung with premature rupture of membranes at 34 weeks and promptly transferred her to Hai Duong Obstetrics Hospital because the fetus was still small.
