Discipline, responsibility, proactive and timely, streamlined and efficient, accelerating breakthroughs

On the morning of January 8, the conference to review the work in 2024 and deploy tasks in 2025 of the Government and local authorities was held online at the Government headquarters with connecting points in 63 provinces and centrally-run cities.

Attending the conference were: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son; ministers, heads of ministerial-level agencies, government agencies; leaders of central departments and branches; leaders of provinces and centrally run cities.

It is a rare year to achieve 15/15 main targets.

The conference is of special importance, focusing on discussing and evaluating the situation and results achieved in various fields in 2024; at the same time, analyzing the limitations, shortcomings, difficulties, challenges, causes and lessons learned, on that basis, proposing tasks and solutions to successfully implement the directions and tasks that have been concluded by the Central Committee and approved by the National Assembly, especially the socio-economic development plan for 2025, focusing on key and breakthrough issues.

The conference assessed that in 2024, the world situation continued to evolve rapidly and complicatedly, with many unprecedented issues beyond forecasts; domestically, opportunities, advantages, difficulties and challenges were intertwined, but difficulties and challenges were greater; the economy continued to suffer "double impacts" from unfavorable external factors and internal limitations and shortcomings that had lasted for many years; while natural disasters, storms and floods caused great damage to production, business and people's lives.

In that context, with the spirit of making outstanding efforts to "turn danger into opportunity", "change the state, turn the situation around"; with the motto of "discipline, responsibility, proactiveness, speeding up creativity, sustainable efficiency," "only discussing action, no retreat"; right from the first days of 2024, the Government and the Prime Minister have directed all levels, sectors and localities to focus on implementing the resolutions of the Party and the National Assembly; proactively, flexibly, closely following reality, synchronously and effectively implementing the tasks and solutions set out in all fields, with the motto "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, therefore we only discuss action, no retreat."

Prioritizing growth promotion in association with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; focusing on removing institutional and legal obstacles and bottlenecks; accelerating the progress of key infrastructure projects; focusing on tasks of cultural and social development, natural disaster prevention, and environmental protection; strengthening the fight against corruption, negativity, and waste; consolidating national defense and security; promoting foreign affairs and international integration; at the same time, grasping the situation, responding promptly and effectively to external fluctuations.

Thanks to the high determination, great efforts, and drastic actions of the entire political system, people, and business community under the leadership of the Party, which is regularly and directly led by the Politburo and the Secretariat, headed by the General Secretary; the accompaniment of the National Assembly and the support of international friends, our country's socio-economic situation continues to recover positively, with a trend of improving month by month, quarter by quarter, and in 2024, all 15 main targets will be achieved and exceeded, including outstanding results in many fields, highly appreciated by the people of the whole country and the international community.

GDP growth for the whole year reached over 7%; economic scale reached about 470 billion USD; inflation was controlled below 4%; macroeconomic stability was maintained; major balances of the economy were ensured; total import-export turnover recorded a record of about 800 billion USD, trade surplus was estimated at about 24 billion USD; budget revenue reached 2 million billion VND.

Vietnam continues to be a safe and attractive destination for international businesses, partners and investors; among the 15 developing countries attracting the largest foreign investment capital in the world, reaching about 40 billion USD, of which realized FDI capital is about 25 billion USD; is one of the 20 economies with the largest trade scale in the world with 17 FTAs, becoming an important link in regional and global supply chains.

Vietnam is in the process of strongly transforming into a digital economy, green economy, high technology, environmentally friendly; in particular, it has established an important position in the global semiconductor industry chain, attracting many large technology corporations. The national brand value in 2024 will reach 507 billion USD, ranking 32/193, up 1 place compared to 2023.

Strategic breakthroughs have been focused on and implemented resolutely and achieved many clear results. In particular, the Government focused on reviewing and perfecting institutions and laws, submitting to the National Assembly for approval many laws and resolutions to remove difficulties, obstacles and bottlenecks for development in various fields; put into operation over 2,000 km of expressways; completed the 500 kV Line 3 Project, Quang Binh - Hung Yen in a record short time of 6 months; focused on preparing and urgently implementing national railway projects.

Human resource development has changed positively; science and technology, innovation, and startups have been strongly promoted. The Global Innovation Index in 2024 ranked 44/132 countries and territories, up 2 places compared to 2023.

Planning work has been promoted; all 111 sectoral, sectoral, provincial and national planning have been approved and implemented; at the same time, focusing on handling backlog, ineffective and prolonged projects; contributing to unlocking resources, combating waste, and creating new space and momentum for development.

Cultural and social development was focused on; social security was ensured; people's lives continued to improve. The multidimensional poverty rate decreased to about 1.9%; average income of workers increased by about 7.4%; happiness index increased by 11 levels, ranking 54/143; timely overcoming of consequences and supporting people affected by storm No. 3; the movement to eliminate temporary and dilapidated houses was launched and spread and responded strongly...

National independence and sovereignty are maintained; national defense and security potential are enhanced; foreign affairs and international integration are promoted; the country's prestige and position continue to be enhanced.

Accelerate, break through

Reporting on the directions, tasks, key solutions and breakthroughs in implementing the socio-economic development plan for 2025, Deputy Prime Minister Nguyen Hoa Binh emphasized that 2025 is of great significance, as it is a year of many major events for the country; the whole country must "accelerate and make a breakthrough" to achieve the socio-economic development goals of the year and the entire 2021-2025 term, creating a premise for implementing the socio-economic development plan for the 2026-2030 period.

The Government has set the theme for 2025 as "Discipline, responsibility, proactiveness, efficiency, and breakthrough acceleration," focusing on directing the synchronous implementation of resolutions and conclusions of the Party and the National Assembly, focusing on 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions, and 185 specific tasks.

The Government and the Prime Minister direct and operate to continue to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances; perfecting institutions and laws; developing infrastructure; improving the quality of human resources; developing science and technology, innovation; digital transformation, green transformation, circular economy; developing culture, ensuring social security, improving people's lives; fighting against corruption, negativity, waste; consolidating and strengthening national defense and security, firmly protecting independence and sovereignty; maintaining political security, social order and safety; promoting foreign affairs and international integration; enhancing the prestige and position of our country in the international arena. In particular, striving for a growth rate higher than 8%; the consumer price index (CPI) increasing by an average of about 4.5%; the poverty rate according to the multidimensional poverty standard decreasing by about 0.8-1%...

In 2025, the Government and the Prime Minister will direct the effective implementation of key and breakthrough tasks and solutions. Accordingly, continue to perfect institutions, considering this a "breakthrough of breakthroughs"; streamline the apparatus, improve effectiveness and efficiency; successfully organize Party Congresses at all levels, towards the 14th National Congress of the Party.

With the policy of prioritizing growth promotion associated with macroeconomic stability, inflation control, ensuring major balances of the economy, the Government and the Prime Minister direct all levels, sectors and localities to continue to operate monetary policy proactively, flexibly, promptly and effectively, in a synchronous, harmonious and close coordination with a reasonable, focused and key expansionary fiscal policy; renew traditional growth drivers; effectively exploit new growth drivers and new productive forces; implement solutions to increase labor productivity quickly and sustainably; mobilize social resources to the maximum, effectively exploit resources from state-owned enterprises, and strongly develop private enterprises.

The whole country will promote the development of strategic infrastructure, especially national key projects; strive to complete 3,000 km of expressways and over 1,000 km of coastal roads by the end of 2025; comprehensively invest in digital infrastructure, research and development (R&D) infrastructure; exploit the T3 terminal project, Tan Son Nhat airport, T2 terminal, Noi Bai airport; implement the North-South high-speed railway construction project, railway lines connecting with China, urban railways in Hanoi and Ho Chi Minh City; basically complete Long Thanh International Airport; build international financial centers in Ho Chi Minh City and Da Nang City, free trade zones in some key economic localities...

The Government continues to promote Party building, prevent and combat corruption, negativity and waste; build clean and strong Party organizations, improve the leadership capacity and fighting strength of Party organizations and the contingent of cadres and Party members to meet the requirements and tasks in the new situation and new era; focus on reviewing and thoroughly removing difficulties and obstacles of projects.

The Government, ministries, sectors and localities focus on developing culture, ensuring social security, proactively preventing and combating natural disasters and responding to climate change. In particular, investing in and developing culture in harmony with the economy and society; building and promulgating the Strategy for the development of Vietnam's cultural industry; effectively implementing ethnic, religious, belief and population policies; striving to complete over 100,000 social housing units by 2025; focusing all resources to completely eliminate temporary and dilapidated houses by the end of 2025; proactively responding to climate change, preventing and combating natural disasters, strengthening resource management, protecting the environment, and promoting green development.

Three projects will be developed and effectively implemented: Project to prevent subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta; Project to prevent landslides, flash floods, and flash floods in the Central and Northern mountainous regions; Project to overcome air pollution in urban areas.

At the same time, carry out tasks and solutions to ensure political stability, firmly protect independence, sovereignty, and territorial integrity; promote foreign affairs and international integration; proactively disseminate information and propaganda, create motivation and social consensus for the whole country to enter a new era - an era of national prosperity, civilization, and prosperity.
