Focus on recruiting party members from students but need to be careful

Increasing student recruitment into the Party is the right policy, but Party committees at all levels need to focus on quality and efficiency, avoiding chasing quantity.

Positive signal

Nam Sach District is the leading locality in the province in implementing the policy of developing excellent students as party members in high schools. Since 2016, the Standing Committee of the District Party Committee has piloted the admission of party members as students in high schools. To date, the district has admitted 57 party members as high school students, of which 14 were admitted in the first 6 months of this year.

According to the Organizing Committee of the Nam Sach District Party Committee, the students admitted to the Party are all very worthy because they are excellent members of the Youth Union, have good moral qualities, good academic achievements, and actively participate in the Youth Union and Young Pioneer movements. After being admitted to the Party, the students all passed the entrance exams to universities, many of them passed the entrance exams to high-quality universities. After being admitted to the Party, the Organizing Committee of the District Party Committee also completed the procedures for transferring the students' Party activities to universities to continue studying and participating in activities. Comrade Vuong Duc Thanh, Head of the Organizing Committee of the Nam Sach District Party Committee, said: "In reality, during the process of studying and participating in Party activities at universities, students still regularly cultivate and practice their political qualities, actively study, and promote the exemplary vanguard role of Party members. The admission of students to the Party has contributed to improving the quality of Party members in the district."

Since the beginning of the year, the Kinh Mon Town Party Committee has also admitted 5 students to the Party. According to the leader of the Town Party Committee's Organization Board, the above policy has been implemented by the town since 2020. Every year, the Town Party Committee's Organization Board establishes a working group to work with leaders of high schools to coordinate with grassroots Party committees to review sources of new Party members, advise on plans to assign learning targets to foster awareness of the Party and support schools in professional matters, and assess the standards of students recommended for Party admission. Party committees in schools have also assigned Party members who are teachers to coordinate with parents to help students identify their motivations and strive to join the Party. "Focusing on admitting students into the Party helps them have more motivation to strive to achieve high results in studying and training, and improve themselves. As Party members, being trained early will help them promote their role as young Party members in their units and localities later on," said Comrade Nguyen Thi Lan Anh, Deputy Head of the Organization Committee of Kinh Mon City Party Committee.

Careful screening

In February 2022, the Provincial Party Committee's Organizing Committee issued Instruction No. 05-HD/BTCTU on admitting new Party members who are students in high schools and equivalent, universities, colleges, vocational colleges and vocational schools in the province. Accordingly, to be considered for admission to the Party, along with ensuring the general standards according to the provisions of the Party Charter and the regulations and instructions of the Central Committee on the implementation of the Party Charter, students must have good academic performance or better in all school years, including at least 1 year of being an excellent student. In all school years, they must have good conduct. Every year, they are classified as excellent union members, trusted by the union branch, and voted as excellent union members. The consideration of admission for students will also give priority to those who participate in the class executive committee, the school union executive committee, the branch executive committee, the association; are typical cores in the movements of the school's Youth Union, of the residential area, especially the volunteer youth movement; won prizes in competitions organized at all levels...

After receiving instructions from the Provincial Party Committee's Organizing Committee, localities in the province have increased the opening of Party awareness training classes for students in high schools and Vocational Education - Continuing Education Centers with a large number of students participating. According to the assessment of a leader of the district-level Party Committee's Organizing Committee in the province, focusing on developing student Party members is correct, but it is necessary to avoid mass recruitment without paying attention to standards and quality. "Reality shows that some students who were admitted to the Party early have not yet promoted their role as Party members. After only a short time of admission, they have transferred to other Party Committees. If they study at universities and colleges, there will be a certain gap between Party activities and teachers at school. Not to mention, in the future, there will be cases where they study abroad or work in FDI enterprises, it will be difficult to have an environment to train and promote their role as Party members well," he said.

To improve and promote the sustainable effectiveness of the policy of admitting Party members from students, high schools and grassroots Party committees need to review and carefully select truly exemplary and excellent students to foster awareness of the Party. For students who have been fostered awareness of the Party, there must also be enough time to test, screen, and introduce them for Party admission. Along with focusing on developing Party members from students, in order to strive to achieve the assigned Party admission target, Party committees at all levels need to pay attention and have drastic and synchronous solutions to develop the Party in enterprises and in rural areas.
