Solving the problem of "drained resources" for recruiting party members

The work of recruiting Party members in the province is facing many difficulties. The situation of "draining the source" of elite people to train and recruit Party members does not only occur in Party cells and Party committees of state agencies but also in Party cells of villages and residential areas.

According to the Provincial Party Committee's Organizing Committee, in the first 6 months of 2024, the entire Provincial Party Committee admitted 848 party members, reaching only 38.5% of the target set by the Resolution of the 17th Provincial Party Congress, which is to admit 2,200 or more party members each year. The main reason for the low number of new party members is that it is difficult to create sources in many places, especially in rural areas. Since April 2023, Hai Duong has transferred 21 grassroots party organizations under the District Party Committees, City Party Committees, and Town Party Committees in the province to party committees under the Central Enterprise Bloc Party Committee according to Regulation No. 60-QD/TW dated March 8, 2022 of the Secretariat on party organizations in economic groups, corporations, and state-owned commercial banks.

Difficulty in developing party members is also a common situation in recent years in localities in the province. In the period of 2022-2025, the Standing Committee of the Provincial Party Committee assigned the annual party membership recruitment target to the Party Committees under the Provincial Party Committee as follows: Hai Duong City Party Committee recruited 280 party members, Chi Linh City Party Committee 260 party members, Kinh Mon Town Party Committee 190 party members, Provincial Agencies Bloc Party Committee 120 party members, Provincial Public Security Party Committee 30 party members, Provincial Military Party Committee 3 party members, Kim Thanh, Cam Giang, Binh Giang, Nam Sach, Thanh Ha, Thanh Mien, Ninh Giang, Tu Ky, Gia Loc District Party Committees each recruited 150 party members. Every year, the Party Committees in the province often have to try very hard and concentrate highly at the end of the year to achieve the above target.

The lack of mass resources to recruit Party members also makes Party development difficult. Typically, at the Provincial Party Committee of the Provincial Agencies, currently 27 out of 66 grassroots party organizations under the Party Committee of the Bloc have no source of Party members (accounting for 41%). The same situation is also faced by Party cells and Party Committees under the Party and government agencies at the district level. The main reason is that the units have streamlined their apparatus and are not recruiting more civil servants, public employees, and workers. According to comrade Nguyen Viet Hieu, Head of the Party Organization - Party Member Department (Organizational Board of the Provincial Party Committee), in 2023, Hai Duong province admitted 2,303 Party members, exceeding the target set by the Resolution of the 17th Provincial Party Congress by 103 members, but Hai Duong is still at the bottom of the country in terms of the ratio of the number of Party members admitted annually compared to the total number of Party members in the province.

The situation of the lack of mass sources to recruit Party members is not only in Party cells and Party committees in the state but also in Party cells in villages and residential areas. Reality shows that the development of Party members in Party cells in villages and residential areas in localities is very limited. Localities in the province still depend heavily on Party recruitment in agencies, public service units and high school students. The number of new Party members in villages and residential areas is very small. In the first 6 months of the year, Thanh Mien district recruited 57 Party members, but only 1 Party member was a farmer. This is also a common situation in the province. In 2023, out of a total of 2,303 people admitted to the Party in the province, only 242 were farmers and 80 were workers and laborers directly involved in production.

According to our research, along with objective reasons, the development of the Party in villages and residential areas is not good, mainly because the grassroots Party Committees have not really focused on leading and directing the implementation of the Party development task. In Pham Kha Commune (Thanh Mien), in 2023, the Party Committee of the commune was assigned the target of admitting 6 Party members but only admitted 1 Party member. This year, the Party Committee is also facing many difficulties, at risk of continuing to fail to meet the Party admission target. In fact, this locality does not have any specific difficulties, and even has certain advantages when the locality has a vegetable growing profession, and people live and work at home more than in other places.

According to some leaders of the District Party Committee's Organization Board, currently, the discovery and training of the masses to create a source of Party members in rural Party cells needs to focus on a number of main subjects. These are outstanding young people who are preparing to join the army and have completed their military service and returned to their localities; students who have graduated and attended Party awareness classes at high schools, university and college graduates who have returned to their localities; workers working in enterprises near their homes and those participating in activities in associations and unions in villages and residential areas.

In the context of agencies and units running out of elite masses, the work of training and recruiting Party members in villages and residential areas needs to be given more attention. To avoid the situation where localities depend on Party recruitment in agencies, units and students, the Provincial Party Committee's Organization Board can consider advising the Provincial Party Committee's Standing Committee to assign specific targets for Party recruitment in villages and residential areas. Localities need to continue to enhance the responsibility of Party leaders and each Party member in performing the task of discovering, supporting and training the masses to strive to join the Party.
