The National Assembly Chairman chaired the opening of the 34th session of the National Assembly Standing Committee.

The meeting reviewed and gave opinions on 8 draft laws and 3 draft resolutions to be submitted to the National Assembly for consideration and approval in the second phase of the session, and 5 other contents under the authority of the National Assembly Standing Committee.

National Assembly Chairman Tran Thanh Man delivers opening speech

On the morning of June 11, at the National Assembly House, the National Assembly Standing Committee held its 34th session.

Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man said this was a regular June meeting, held between the two sessions of the 7th Session of the 15th National Assembly.

The meeting is expected to last for 3 days (June 11-13), carrying out 16 contents, including reviewing and giving opinions on 8 draft laws, 3 draft resolutions to be submitted to the National Assembly for consideration and approval in the 2nd session of the session and 5 other contents under the authority of the National Assembly Standing Committee.

Session 1 of the 7th Session was a great success.

The National Assembly Chairman assessed that the first phase of the Session was a great success; it received great attention and attention from voters and people. Personnel work was carried out promptly, in accordance with regulations and procedures with a very high number of votes.

The Supreme People's Court, the Supreme People's Procuracy, relevant Government agencies, ministries, branches, and agencies under the National Assembly Standing Committee are highly responsible, and the content is carefully prepared. Coordination is more timely and effective.

In particular, at this session, the delay in sending documents was basically resolved, this is the effort and endeavor of relevant agencies. The Government directed strongly, urged ministries and branches to send documents to the National Assembly Standing Committee; the Ethnic Council and committees also made great efforts in the appraisal work.

The National Assembly Standing Committee has directed the Secretary General of the National Assembly to immediately send any Government documents to the National Assembly deputies. The Ethnic Council and other committees, after reviewing, will continue to send documents to the deputies. Therefore, National Assembly deputies have in hand research documents from submissions, reports, and related contents.

The discussion atmosphere in the hall, in the groups and the question and answer session was lively, democratic, focused and concise. Many delegates had the opportunity to speak, many opinions were profound and practical, in a constructive spirit, with high responsibility, presenting many solutions to serve the content of socio-economic management, national defense and security of the Government, ministries and branches.

In addition, the propaganda work was also quite good, with timely and complete information about developments before, during and after each meeting day. The service work was directly directed by the Secretary General of the National Assembly, and was carried out carefully and safely.

"The National Assembly has completed discussions and comments on 10 draft laws and 6 draft resolutions; passed 2 resolutions with high consensus voting rates: Resolution on the 2025 Law and Ordinance Building Program, adjusting the 2024 Law and Ordinance Building Program; Resolution on the National Assembly's Supervision Program in 2025," the National Assembly Chairman stated.

Consider carefully, state clearly the point of view

At this session, the National Assembly Standing Committee will focus on giving opinions on projects and drafts with large, complex contents and many different opinions.

Specifically, the National Assembly Standing Committee gave opinions on explaining, accepting and revising 8 draft laws including: Law on Social Insurance (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on Management and Use of Weapons, Explosives and Supporting Tools (amended); Law on Amending and Supplementing a Number of Articles of the Law on Security Guards.

The National Assembly Standing Committee also gave opinions on three draft resolutions, including: Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; Resolution on the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.

The National Assembly Chairman requested the National Assembly Standing Committee to carefully consider and clearly express its views on which projects and drafts have met the conditions to be submitted to the National Assembly for approval in the second session, especially those with great impacts such as the Law on Social Insurance (amended) and projects and drafts expected to be submitted to the National Assembly for approval according to the procedure at one session (such as the National Marine Spatial Planning; Law on Management and Use of Weapons, Explosives and Support Tools (amended); resolutions on piloting specific policies for Nghe An province and Da Nang city).

At the meeting, the National Assembly Standing Committee gave opinions on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; adjusted Hanoi Capital Master Plan to 2045, with a vision to 2065; and 2 new draft laws and resolutions approved by the National Assembly to be added to the 2024 Law and Ordinance Development Program, namely the Draft Law amending 4 laws (Law amending and supplementing a number of articles of the Land Law, Housing Law, Real Estate Business Law, Law on Credit Institutions) and the National Assembly's Resolution on reducing value added tax.

The National Assembly Chairman noted that for issues that have been consulted with competent authorities and the competent authorities have given their approval, at all costs, we must discuss to remove difficulties and obstacles, especially issues that have been added to the 2024 Law and Ordinance Development Program approved by the National Assembly.

Among them, the draft law amending 4 laws and reducing value added tax are urgent contents. The National Assembly Party Delegation and the National Assembly Standing Committee unanimously agreed and supported submitting it to the National Assembly for approval to meet practical requirements. These are urgent issues that must continue to be discussed thoroughly, ensuring proper procedures, sufficient conditions, and basically meeting current leadership, direction, and management requirements.

The National Assembly Party Delegation has reported and asked for the Politburo's opinion on this issue. Based on the Politburo's official opinion, the National Assembly agencies need to urgently organize an investigation according to their functions and tasks.

The National Assembly Chairman requested that members of the National Assembly Standing Committee give specific comments, as a basis for agencies to complete the dossier, ensure quality to submit to the National Assembly for decision to add to the session agenda and consider and approve according to the procedure at a session.

In the 34th Session, the National Assembly Standing Committee also considered and decided on two contents according to its authority, including: Resolution of the National Assembly Standing Committee on job positions of agencies under the management authority of the National Assembly Standing Committee and Plan to use increased revenue and save regular expenditures of the central budget in 2023.

In addition, a number of other projects, draft laws and resolutions will be considered and commented on in writing by the National Assembly Standing Committee.

Promoting the spirit, high responsibility, and practical effectiveness from the direction, management, to the advisory and service work of the first session of the last session, the National Assembly Chairman requested that the National Assembly Committees presiding over the content continue to closely coordinate with the Government agencies, report briefly, go straight to the point of asking for the opinion of the National Assembly Standing Committee; clearly state the viewpoint, propose specific plans and revised content, as a basis for the agencies to receive and seriously, fully, and thoroughly revise, to synthesize the report, and ask for the opinions of National Assembly deputies.

Some contents are being researched and examined by the National Assembly agencies. If qualified and of guaranteed quality, they will be considered, consulted by the National Assembly, and added to the agenda of the Session.
