According to Chairman of Hai Duong Provincial People's Committee Trieu The Hung, separating site clearance into independent projects and increasing the quota of civil servants and public employees in the provinces is necessary.
On the afternoon of May 31, continuing the program of the 7th session of the 15th National Assembly, National Assembly delegates of Hai Duong province discussed in group 14 about a number of special mechanisms and policies for the development of Nghe An province and Da Nang city.
Replicating specific policies
Speaking at the discussion in the group, delegate Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province supported the application of special mechanisms and policies for these two localities.
Through research, delegate Trieu The Hung realized that specific policies are also necessary for some provinces, including Hai Duong province. In particular, separating the land clearance project into an independent project; increasing personnel for the civil service and public employees is something that all provinces and localities need.
"I think that since it is a pilot, it is necessary to summarize, evaluate and turn good and effective policies that have been piloted into common policies for all localities to develop together. Besides, to promote the potential and strengths of each province, in addition to common policies, each province needs to have its own specific policies. This will create fairness with provinces that do not have specific policies," delegate Trieu The Hung said in the discussion group.
Delegate Trieu The Hung affirmed that this solution will help promote the key potential of each province, creating a common strength for the national economy.
Previously, speaking at the group discussion, delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment, agreed with delegate Trieu The Hung.
Delegate Nguyen Ngoc Son proposed to evaluate the results of implementing specific mechanisms in localities in recent times, both in terms of policies specific to each field and each locality. Delegate Nguyen Ngoc Son said that policy orientation is very important to create a synchronous mechanism and legal system. In fact, there are still many shortcomings from policy mechanisms that have not been evaluated and raised.
"For example, the policy mechanism related to decentralization allows localities to be the investors of expressway projects, but some localities do well, while others do not. The proof is that there is a project assigned to a locality as the investor that is more than 20 months behind schedule due to limited capacity," said delegate Nguyen Ngoc Son.
Proposal to establish Da Nang Free Trade and Financial Zone
Delegate Nguyen Thi Viet Nga, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Hai Duong province, had 2 comments on a number of specific mechanisms and policies for the development of Da Nang city.
Regarding the pilot establishment of the Da Nang Free Trade Zone, delegate Nguyen Thi Viet Nga proposed the pilot establishment of the "Da Nang Free Trade and Financial Zone" instead of just the "Free Trade Zone".
According to the delegate, this is a strategic step to promote the comprehensive and sustainable development of the city. The combination of trade and finance in the same free zone will create a more flexible and favorable trading environment for investors and businesses. This helps reduce transaction costs and processing time, thereby promoting the flow of investment capital into Da Nang.
Delegate Nguyen Thi Viet Nga said that the pilot free financial zone will create a testing environment for new financial policies, thereby promoting the development of Vietnam's financial market in general. In recent times, many Vietnamese startups have chosen to establish businesses in Singapore because this country has outstanding preferential policies. Meanwhile, venture capital funds have encountered difficulties when investing in Vietnam due to complicated and restrictive regulations.
