Land officer Nguyen Thi Huong defrauded 12 victims of a total of nearly 44 billion VND and then fled.
On September 24, the Hanoi People's Court sentenced defendant Nguyen Thi Huong (born in 1989, former cadastral officer of Phu Luong Ward People's Committee, Ha Dong District, Hanoi) to life in prison for fraud and appropriation of property.
According to the indictment, in January 2013, Ms. Huong was recruited as a temporary contract employee at the Land and Construction Department of the People's Committee of Phu Luong Ward, Ha Dong District, Hanoi. The defendant was assigned to perform the following functions and tasks: State management of land in Phu Luong Ward.
Because she needed money to spend and pay off debts, this land official came up with the idea of appropriating money from the victims by providing false information. Ms. Huong lied about the possibility of buying residential and service land plots in Ha Dong district at cheap prices, then invited the victims to contribute capital to buy the plots of land, then immediately resell them for profit.
Because the defendant was a cadastral officer of the People's Committee of Phu Luong Ward, the victims trusted and gave money to Ms. Huong. After receiving the money, the defendant did not fulfill his promise but appropriated it for personal expenses.
With the above tricks, from August 26, 2018 to February 23, 2019, Ms. Nguyen Thi Huong defrauded 12 victims of a total amount of nearly 44 billion VND.
Among the victims is Mr. Duong Van C. (born in 1966). This person is related to the defendant but was defrauded by Ms. Huong of nearly 18 billion VND.
Specifically, at the end of 2018, Ms. Huong lied to Mr. C. about the possibility of buying land plots at the auction site in Phu Luong area, Phu Luong ward. The defendant invited Mr. C. to contribute money to buy land with her, promising that after selling the land, she would divide the money according to the capital contribution ratio.
From November to December 2018, Mr. C. gave Ms. Huong a total of 17.95 billion VND to contribute to buying land, which was then appropriated.
On September 15, 2023, Ms. Nguyen Thi Huong was arrested by the Investigation Police Agency - Hanoi City Police under a wanted warrant in Phuoc Hiep commune, Cu Chi district, Ho Chi Minh City.
