Vuong Quoc Luyen used fake papers and documents to defraud victims by promising to sell non-existent plots of land in Ba Vi, Hanoi.
On December 14, the Hanoi People's Court sentenced defendant Vuong Quoc Luyen (born in 1992, in Ba Vi) to 16 years in prison for fraud and appropriation of property and counterfeiting of seals and documents of agencies and organizations.
According to the accusation, due to needing money for personal expenses, Luyen had the intention of defrauding and appropriating property by forging land allocation contracts of the Ba Vi Cattle and Grassland Research Center and other related fake documents.
Then Luyen used these fake land allocation contracts to sell land to people in need to appropriate money from the victims.
Investigation results show that from February 2021 to July 2022, Vuong Quoc Luyen hired people to forge 6 documents of agencies and organizations, including: 2 land allocation contracts of the Ba Vi Cattle and Grassland Research Center; 1 application for confirmation of land status dated January 13, 2022 and 1 land plot location diagram, all signed and confirmed in the name of Mr. Tang Xuan Luu, Director of the Center and stamped by the Center; 1 driver's license and 1 notary's testimony document with the notary office's seal.
Luyen then claimed to be Vuong Quoc Hung, using these fake papers and documents to defraud and appropriate money from the victims by promising to sell unreal plots of land in the 72 lake area to the victims, receiving deposits to appropriate money from 6 victims in the amount of more than 1.3 billion VND.
Two of Luyen's victims are Nguyen Cao C. (born in 1981) and Nguyen Huu M. (born in 1973, both in Ba Vi). Around July 2022, Mr. C. and Mr. M. received information that Vuong Quoc Luyen had a 3,000 m2 plot of land belonging to the Ba Vi Cattle and Grassland Research Center that he wanted to transfer, so they pooled money to buy that plot of land.
Mr. M. contacted Luyen and was introduced to the above land plot which had been contracted for 50 years by the Ba Vi Cattle and Grassland Research Center, with full documents on the origin of the land plot.
Mr. M. and Luyen agreed on the land purchase price of 1.5 billion VND. On July 13, 2022, Mr. C. and M. deposited 200 million VND to buy the land.
Luyen gave the land buyer some related land documents and agreed that the remaining 1.3 billion VND after Luyen completed the procedures to transfer the name to Mr. C., he would be responsible for paying the rest. The investigation agency determined that the documents that Luyen gave to Mr. C. were fake.
Searching Vuong Quoc Luyen's house, the police seized many fake papers and documents. Luyen admitted that he hired a person with an unknown name and address to make all those fake papers for 1-2 million VND.
Luyen confessed to forging the above papers and documents to make the victims trust him and give him money. Luyen used all the money he stole for personal expenses.
