The National Assembly agreed to ban the production, trading, import, storage, transportation, and use of e-cigarettes and heated tobacco products from 2025 to ensure public health.
In the Resolution of the 8th session passed on the afternoon of November 30, the National Assembly requested the Government to organize the implementation of this regulation, and at the same time raise awareness among people, especially young people, about the harmful effects of electronic cigarettes and heated tobacco products.
Previously, Minister of Health Dao Hong Lan emphasized the need to ban e-cigarettes due to their negative effects on health. National Assembly deputies also agreed that it is necessary to add regulations to ban and strictly control illegal trading activities.
E-cigarettes and heated tobacco products are new generation products that work by heating a solution containing nicotine or flavorings dissolved in propylene glycol or glycerine. At least 60 chemical compounds have been found in e-cigarette liquid and many other toxic substances appear in the gas/smoke that these products produce.
According to the Ministry of Health, although they do not contain traditional tobacco ingredients, they are still addictive due to their high nicotine content, and also cause many serious diseases such as cancer, cardiovascular disease, respiratory disease, acute lung injury and mental health effects.
Strictly handle false advertising about functional foods
The National Assembly also requested the Government to step up the implementation of the Strategy for the Development of Vietnam's Pharmaceutical Industry to 2045; strictly handle cases of false advertising of functional foods; strengthen inspection and post-inspection of production and trading activities of pharmaceuticals, cosmetics and functional foods, especially on e-commerce platforms and social networks.
For the group of contents related to media information, the Government is assigned to study and amend the Press Law to ensure quality and suitability to reality. At the same time, the financial mechanism for press agencies needs to be innovated in the direction of assigning specific tasks and orders.
The Government will step up the fight and negotiate with cross-border platforms to require compliance with Vietnamese laws, while also inspecting and strictly handling violations in advertising, both in traditional press and online environments.
