On November 26, 2024, the People's Court of Cam Giang district opened a mobile court session in Cam Hoang commune, publicly trying defendant Nguyen Huu Quan (born in 1975, residing in Thach Loi commune, now in Cam Giang town) for the crime of "Violating regulations on land use". At the trial, defendant Quan admitted all of his crimes and was sentenced to 7 months in prison.

According to the indictment, at the end of 2023, Nguyen Huu Quan arbitrarily leveled the aquaculture pond area on the edge of the Bui River dike managed by the People's Committee of Thach Loi commune. The total area of ​​illegal leveling was 109.5 m2.²In January 2024, Quan was administratively fined by the Commune People's Committee and required to restore the original state and return the encroached land. However, by June 2024, Quan still did not comply and continued to illegally encroach on an additional 281 m²adjacent public pond for factory construction.

Also in 2024, in Cam Giang district, 2 cases related to environmental pollution due to using waste to fill public land or affecting the community were prosecuted...

According to the leader of Cam Giang district, the above resolute handling methods are strong measures to deter and warn the general public in the spirit of "doing one case to warn an area".

From mid-November to the end of December 2024, in Cam Giang district, there were nearly 200 cases of illegal land use affecting the protection corridor of irrigation works and dykes that were cleared by violators. Many of these cases existed before July 1, 2018, when the Law on Irrigation took effect.

Typically, the T5 canal section of Van Thai pumping station through Cam Hoang commune has 90 constructions of people encroaching on the corridor. In Phi market street alone, there are 60 cases of roofs and canopies encroaching on the canal bed. "Over the past year, the commune has focused on propaganda and mobilization, so households with illegal constructions have agreed to dismantle them. From December 14 to 27, 2024, with the support of human resources from Cam Hoang commune People's Committee, all constructions and canopies protruding into the T5 canal at Phi market street section have been dismantled," affirmed Mr. Nguyen Quang Nam, Chairman of Cam Hoang commune People's Committee.

According to the People's Committee of Cam Giang district, all 23 cases of violations of land use regulations in 2024, including violations of traffic safety corridors and violations of protection of irrigation works, have been detected and handled resolutely and promptly.

Of the 12 cases of land use violations, 10 were promptly detected and thoroughly handled, mainly by violators who voluntarily dismantled the construction to restore the original state. The remaining 2 cases have stopped violating, of which 1 case has partially restored the original state in Phuc Dien commune and the remaining case in the old Thach Loi commune has been sentenced to 7 months in prison as mentioned above.

4 cases of violations of the corridor of irrigation works have been completely resolved. 7 cases of land use violating the traffic safety corridor have all stopped violating, of which 5 cases have been completely resolved and restored to their original state.

In 2023, in Cam Giang district, there were 57 cases of violations related to land, traffic safety corridors, and protection of irrigation works. All of them stopped their violations, and 54/57 cases were restored to their original state. In 2022, up to 80 cases of violations were detected and handled, of which 78 cases were restored to their original state...

Thus, the situation of violating regulations on land use, traffic safety corridors, and protection areas of irrigation works in Cam Giang district tends to decrease. The result is that the district has been more determined in state management of land, environment, traffic corridors, irrigation, etc.

Comrade Nguyen Van Cong, Permanent Vice Chairman of Cam Giang District People's Committee, said that to limit violations, in addition to advocacy, propaganda, and enforcement, the district has directed local authorities to review and take field photos of boundary markers of ponds, agricultural land, conversion areas, and irrigation corridors at risk of violations to publicly announce at offices.

Publicize regional planning, planning, and land use plans at district and commune levels; at the same time, strictly manage surplus and interspersed land areas in the direction of prioritizing public purposes. Authorities at all levels, together with functional forces, proactively grasp the situation to promptly detect, thoroughly and decisively handle cases of violations of land use regulations, protection of irrigation works, and traffic safety right from the beginning.
