Nam Sach resolutely handles land and environmental violations

No new land violations in 2023

In the period of 2021 - 2023, Nam Sach district detected and handled 90 cases of land violations, 4.5 times higher than the period of 2018 - 2020 (20 cases). The main violations were encroachment on public land, building houses on land converted beyond regulations and using land for the wrong purpose.

In particular, it is possible to see clear changes in the handling of house construction on converted land exceeding regulations. In 2021 and 2022, Nam Sach discovered and handled 15 cases of violations of house construction on converted land, nearly double the number of cases handled in the previous 3 years combined. By 2023, the whole district had no new violations, and no cases of this violation were detected.

To achieve that result, Nam Sach district has implemented many drastic solutions. The Chairman of the District People's Committee requested that the Chairmen of the People's Committees of communes and towns must take responsibility if they do not promptly detect violations or detect but do not thoroughly handle them; at the same time, report the results of inspections and detected violations to the District People's Committee before the 25th of each month. This has been maintained seriously and regularly to date.

Along with many synchronous solutions implemented, Nam Sach has detected and strictly handled many land violations and achieved the positive results mentioned above. Thanks to the attention of propaganda and mobilization, many households building houses on converted land have voluntarily dismantled the illegal constructions. According to Mr. Tran Duc Khanh, Head of the District Department of Natural Resources and Environment, land violations in the district have basically been detected and strictly handled.

An Son Commune is one of the typical localities in detecting and thoroughly handling land violations. After establishing the Commune's Steering Committee for Handling Land Violations, An Son established 4 sub-committees in the village. This model later showed clear effectiveness in strengthening inspection, supervision, and detection of land violations right from the village, residential areas, and propaganda and mobilization. This model was then replicated throughout the district.

"Along with the activities of the sub-committees, the commune has increased propaganda, mobilization and strict handling of land violations to create deterrence. After being determined to handle violations from the previous period, the commune has not had any new violations," said Mr. Nguyen Duc Ngoc, Party Secretary and Chairman of the People's Committee of An Son commune.

Recently, a number of cadres and party members in Nam Sach district have been reviewed for discipline and disciplined for land violations.

Get involved in handling environmental violations

Not only the land sector, but the recent period also marked Nam Sach's breakthrough in handling environmental violations. According to data from Nam Sach District Police, 2022 is the most drastic year in handling environmental violations.

In 2021, the Nam Sach District Police force only detected and handled 63 cases. By 2022, the number of environmental violations handled nearly doubled to 111 cases. More than 87% of the violations were not sorting waste at source, dumping waste in the wrong place, the rest were violations of food hygiene and safety, and discharge of waste causing environmental pollution.

This is a practical measure, a drastic action of the Nam Sach District Police force in implementing Resolution No. 13-NQ/HU dated March 22, 2022 of the Standing Committee of the District Party Committee on classification, collection, and treatment of domestic solid waste and the official dispatch to strengthen the handling of land and environmental violations of the Chairman of the District People's Committee.

By 2023, when people's awareness has changed, the number of environmental violations handled has decreased slightly to 86 cases. According to Nam Sach District Police and Party Committees and authorities of some communes, to detect environmental violations, it is necessary to monitor through many channels, including paying attention to information from the masses. Monitoring, handling and overcoming violations must also be close and thorough.

At the end of September 2023, Nam Sach District Police received a report that Mr. Tran Van Ba's household processed onions and garlic in Thuong Duong village, Nam Trung commune, violating the environment. Just a few days later, the police force conducted a direct inspection and discovered many violations at this facility. Mr. Ba's household discharged wastewater directly into the environment, exceeding standards, and operated without a food hygiene and safety certificate. Mr. Ba was administratively fined nearly 18 million VND and forced to correct the violations.

After the penalty, Mr. Ba's production facility has been invested in and is clean. Mr. Ba has completed the application for a certificate of food hygiene and safety.

This is one of the evidences showing the change in Nam Sach thanks to the drastic handling of land and environmental violations from 2021 to present.
