In 2024, state administrative agencies at all levels received 7,030 citizens coming to make complaints, denunciations, recommendations, and reflections, including 3,359 regular and unscheduled receptions by leaders.

Hai Duong Provincial People's Committee ensures publicity and democracy in training, recruitment, management, planning, appointment, rotation, reward, and discipline of cadres, civil servants, and public employees. In 2024, 320 people were transferred to different positions.
Through job rotation and transfer, it has contributed to preventing corruption and fighting against localism and closed-mindedness. At the same time, it has created conditions for civil servants and public employees to adapt to many management subjects and many types of work in order to comprehensively train cadres, civil servants and public employees.
Hai Duong Provincial People's Committee assessed that the work of receiving, classifying and processing petitions in some units still had some inaccurate cases. The settlement of petitions in some localities, especially at the grassroots level, was slow and of low quality, leading to the situation of sending petitions to higher levels.
The work of detecting and handling corruption is still limited. Inspection, examination and supervision of corruption prevention and negativity in some places are not effective.
