The conclusion announcement stated: The press is a propaganda tool on the ideological and cultural front of the Party and State, an essential means of information, an indispensable spiritual "food" in social life, contributing to promoting the economic development of the people.
The Vietnam Journalists Association plays an important role in uniting, gathering, enhancing political capacity, fostering professional skills, and training professional ethics of journalists, contributing to creating unity within the Party and consensus in society.
On the occasion of the 98th anniversary of Vietnam Revolutionary Press Day, on behalf of the Government, the Prime Minister highly appreciated and warmly commended the achievements and important contributions of the Vietnam Journalists Association and the dedication of journalists across the country.
During 73 years of establishment and development (April 21, 1950 - April 21, 2023), the Vietnam Journalists Association has continuously developed in terms of organization and strength, matured in all aspects, and made many worthy contributions to the revolutionary cause of the nation; always closely following the Party's guidelines and policies, the State's laws and the Association's Charter to perform its assigned functions, tasks and powers.
In the fight against the COVID-19 pandemic, the press has played an important role, creating consensus and sharing among the people about anti-epidemic measures and vaccination; empathy, mutual love, mutual assistance in difficult times due to the pandemic; promptly reflecting the vivid reality of life, achievements and efforts of the entire Party, people and army in the spirit of great national unity; bright spots in economic growth and recovery after the pandemic, many major policies and guidelines of the Party and State coming into life; participating in preventing and combating corruption and negativity, arousing people's trust.
However, press activities still exist and are limited in some press agencies and journalists; there is still a situation of "newspaperization" of magazines and general electronic news sites; there are signs of "privatization of the press"; content is violent, follows the market, lacks orientation, lacks education and humanity; the problem of fake news and untrue news has not decreased...
Building a team of journalists with good political qualities, ideology, capacity and qualifications to "serve the Fatherland"
In the coming time, in order for Vietnamese journalism to be truly revolutionary, professional, humane, and modern, the Vietnam Journalists Association needs to continue to promote its important role, together with ministries, branches, and localities, focusing on implementing a number of tasks and solutions.
Accordingly, the Vietnam Journalists Association promotes the activities of gathering forces, building a team of journalists, focusing on training, improving, and practicing the political qualities, ideology, capacity, and professional qualifications of members to "serve the Fatherland", "serve the people", "serve the class and humanity" as beloved Uncle Ho once advised.
Join hands and concentrate on building and developing a team of journalists who are politically and socio-economically sensitive, knowledgeable about science and technology; correct “deviations” in professional ethics; maintain “a bright mind, a pure heart, a sharp pen”, and promote humanistic values in journalism activities. Protect the legitimate and legal rights and interests of members in performing their duties, and strictly handle violations, especially the use of the press to go against the goals and ideals of the Party, the policies and laws of the State, and the interests of the people.
Continue to thoroughly grasp and effectively implement the goal of building a professional, humane and modern press and media in accordance with the Resolution of the 13th National Party Congress. The press must accompany the nation, perform better its ideological orientation function, be a sharp weapon to protect the Party's ideological foundation, protect national and ethnic interests; closely follow the political tasks of the country, agencies, localities and units to reflect, especially the 6 key tasks and 3 strategic breakthroughs.
Press agencies and journalists' associations at all levels need to continue to innovate their content and methods of operation; strengthen information building and social criticism to put the Party's guidelines and policies and the State's laws into practice, "bringing the Party's ideas closer to the people"; focus on discovering hot, sensitive, newly emerging issues, bottlenecks and bottlenecks; orient and suggest solutions to resolve difficult and complicated problems domestically and internationally.
Promote cultural propaganda commensurate with economic, political and social propaganda according to the 6 tasks and 4 groups of solutions that General Secretary Nguyen Phu Trong mentioned at the 2021 National Cultural Conference; improve the quality of press works, ensure high combativeness, profound humanistic values, and strong impact on both the public's reason and emotions; thereby orienting public opinion, creating social consensus, and consolidating the people's firm belief in the Party and the State.

The press must take the lead in discovering and praising new factors, good people, good deeds, good practices, advanced models, using beauty to eliminate ugliness, using positivity to push back negativity, creating motivation, inspiration, and spreading in the community and society. Play a good role in monitoring and criticizing; provide accurate, timely, honest, and transparent information. Strengthen the fight to protect truth, justice, and good people; fight against wrong thoughts and actions, especially the state of degradation in ideology, politics, morality, and lifestyle; actively participate in preventing and combating corruption, negativity, and waste.
Promote digital transformation of journalism in association with digital economy and journalism and media economy. Closely follow inevitable trends in world journalism and media to innovate and play a good role in leading and orienting public opinion.
The press must contribute to the work of building a clean and strong Party and political system; enhancing the leadership capacity and fighting strength of Party organizations and Party members; building effective and efficient administrative agencies at all levels, with a contingent of cadres with sufficient qualities, capacity and prestige to meet the requirements of the task. Strengthening the prevention and fight against corruption, negativity and waste; strictly handling violations.
Strengthen political training, professional expertise and professional ethics for reporters and journalists. Thoroughly grasp and strictly implement the Press Law and the 10-article Code of Ethics for Vietnamese Journalists; continue to improve the press law, ensure freedom of the press, in accordance with the law and protect the legal practice rights and legitimate interests of journalists. Focus on building clean and strong Party organizations in press agencies.
The press should further promote the revolutionary spirit to continue to convey the major policies of the Party and State to the people and reflect the aspirations of the people, especially policies with great impact, policies on innovation in the fields of economy, education, infrastructure, health, policies for ethnic minorities, remote areas, border areas, islands, policies on great national unity, etc.
The Vietnam Journalists Association needs to proactively promote innovation in content and methods of policy communication in a proactive, timely, and appropriate manner, contributing to improving the effectiveness of information and public opinion orientation. Summarize the National Press Awards to propose innovation, upgrade and improve the quality of the awards.
Proposal to amend and supplement regulations related to press activities
Regarding the proposals and recommendations of the Vietnam Journalists Association, including the completion of legal regulations, the Prime Minister assigned the Ministry of Information and Communications to preside over and coordinate with relevant ministries and agencies to review and propose amendments and supplements to regulations related to press activities such as Decree No. 60/2021/ND-CP of the Government dated June 21, 2021 regulating the financial autonomy mechanism of public service units (to be completed in 2023).
The Ministry of Information and Communications and relevant ministries and branches shall review and amend regulations, standards, and criteria on economic and technical norms in the fields of journalism, radio, and television in accordance with the general development requirements of the country and the journalism industry (to be completed in the third quarter of 2023).
Regarding the national press planning and development, the Prime Minister assigned the Ministry of Information and Communications to preside over and coordinate with relevant ministries to review, propose the development and completion of policies so that the implementation of press planning is more reasonable, effective, practical, and consistent with development trends.
Regarding information technology infrastructure, the Prime Minister assigned the Minister of Information and Communications to direct relevant agencies to support ensuring digital infrastructure for press agencies and promote the strong application of information technology. This is identified as an important task in the national digital transformation in general and digital transformation in press activities in particular, so that press agencies must be one of the pioneers in digital transformation.
The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with the Ministry of Information and Communications and the Vietnam Journalists Association to study and propose plans and review human resource training programs to serve the goals of the journalism industry and field; promote annual training and retraining for members, journalists and reporters on journalism skills in the digital age and the application of new technologies in journalism activities. Continue to expand international cooperation in human resource training for press agencies.
Arrange finances according to order and task assignment
The Prime Minister assigned the Ministry of Information and Communications to propose mobilization mechanisms such as public-private partnership to strengthen facilities for press agencies; mobilize the strength of society; and fight negativity and corruption.
Arrange finances in the direction of ordering, assigning tasks, and balancing general resources for press activities. The Ministry of Information and Communications coordinates with the Ministry of Finance to develop a mechanism to ensure the operations of press agencies are transparent, public, effective, and within the overall framework of agencies in the political system.
Regarding the regime and policies for those working at the Vietnam Journalists Association and Journalists Associations in provinces and centrally-run cities, the Prime Minister assigned the Ministry of Home Affairs to coordinate with the Ministry of Finance and the Ministry of Information and Communications to study and handle the recommendations of the Vietnam Journalists Association according to their authority and current regulations; in cases beyond their authority, they shall be reported to the Prime Minister for consideration and decision.
Regarding the implementation of the Action Plan towards the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 2025), this is an important milestone marking the maturity and development of Vietnam Revolutionary Press. The Prime Minister assigned the Ministry of Information and Communications to preside over and coordinate with the Vietnam Journalists Association based on the Plan to celebrate the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025) issued by the Central Propaganda Department to develop a specific action plan, ensuring meaning, practicality and effectiveness; submit to competent authorities for consideration and decision.
